Job Description:
Parsons is seeking a cleared, professional Senior Computer Systems Analyst to lead the analysis of mission requirements, complex data platforms, distributed systems, and enterprise integrations in support of DCDC programs. The Senior Computer Systems Analyst will provide technical leadership in evaluating current and future-state capabilities, developing system architectures and technical recommendations, identifying capability gaps and risks, and translating mission needs into actionable implementation strategies. The analyst will work closely with DCDC customers, engineers, developers, data analysts, project managers, cybersecurity personnel, and other stakeholders to assess system performance, scalability, availability, interoperability, maintainability, and security.
This position requires on-site support at the DCDC facility at Ft. Meade, MD.
What You'll Be Doing:
Lead the analysis of functional, operational, mission, and technical requirements for complex systems, platforms, interfaces, and data flows.
Lead the evaluation of current-state capabilities and development of future-state system concepts, architectures, roadmaps, and modernization strategies.
Analyze distributed systems, data platforms, Kubernetes environments, cloud-native applications, and enterprise integrations.
Develop and present systems-analysis reports, technical assessments, capability assessments, alternatives analyses, and technical recommendations.
Assess system performance, scalability, availability, interoperability, maintainability, resiliency, security, and operational suitability.
Develop and maintain system architecture views, operational views, system views, interface documentation, data-flow diagrams, technical specifications, and system descriptions.
Lead the identification and analysis of requirements decomposition, technical risks, capability gaps, system dependencies, integration challenges, assumptions, constraints, and opportunities for improvement.
Coordinate technical activities with software developers, data engineers, systems engineers, cybersecurity personnel, project managers, operations personnel, and government stakeholders.
Lead or facilitate design reviews, requirement reviews, technical interchange meetings, architecture reviews, customer demonstrations, operational assessments, and after-action reviews.
Conduct technical assessments and audits of existing systems, platforms, interfaces, data flows, and operational processes to identify improvement opportunities.
Evaluate proposed system changes, technical alternatives, and new capabilities for technical feasibility, integration impact, performance, security, operational risk, and alignment with mission requirements.
Analyze system interfaces and data exchanges to identify interoperability issues, data-quality concerns, integration dependencies, and potential points of failure.
Support the development of system-level performance measures, availability assessments, capacity analyses, operational metrics, and service-level objectives.
Document technical decisions, risks, dependencies, assumptions, constraints, action items, and recommended courses of action.
Provide technical oversight and guidance to junior and mid-level analysts and engineers.
Review technical products for accuracy, completeness, consistency, traceability, and alignment with customer and program requirements.
Develop and maintain technical documentation, standard operating procedures, analysis templates, architecture products, and knowledge-transfer materials.
Support technical planning and execution across development, test, integration, production, and sustainment environments.
Serve as a senior technical point of contact for assigned systems, capabilities, or mission areas.
Minimum Qualifications:
B.S. in Computer Science, Information Technology, Systems Engineering, Computer Engineering, Data Engineering, or a related field.
10+ years of experience in computer systems analysis, systems engineering, platform engineering, data engineering, software engineering, enterprise architecture, or a related discipline.
Experience developing and reviewing technical documentation, system architecture views, interface control documentation, data-flow diagrams, operational concepts, system descriptions, or enterprise integration documentation.
Experience translating mission, operational, and customer needs into technical requirements, system designs, implementation strategies, and measurable acceptance criteria.
Experience leading requirements decomposition, traceability, validation, verification, and change-impact analysis.
Experience evaluating system performance, scalability, availability, interoperability, maintainability, resiliency, security, and operational suitability.
Experience developing alternatives analyses, trade studies, technical roadmaps, capability assessments, modernization plans, or transition strategies.
Strong knowledge of systems-engineering processes, requirements engineering, architecture development, integration, verification and validation, configuration management, and technical baseline management.
Ability to communicate complex technical information, risks, tradeoffs, and recommendations to senior technical, programmatic, and government stakeholders with either written or verbal communication.
Demonstrated ability to lead multidisciplinary technical teams and coordinate work across development, test, integration, production, and sustainment environments.
Ability to work independently, exercise sound technical judgment, manage competing priorities, and deliver high-quality products with limited supervision.
Ability to work effectively as part of a multidisciplinary, customer-facing team.
Active Secret clearance is required.
Desired Qualifications:
Master’s degree in computer science, information technology, systems engineering, computer engineering, data engineering, cybersecurity, or a related field.
Experience supporting DoD, federal, intelligence-community, or other mission-critical programs.
Experience with AWS, AWS GovCloud, DoD Impact Level 5 or Impact Level 6 environments, or other regulated cloud environments.
Experience assessing or architecting systems in restricted, disconnected, air-gapped, or limited-connectivity environments.
Knowledge of cybersecurity, Zero Trust principles, Security Technical Implementation Guides, container hardening, vulnerability management, secure system design, or cybersecurity risk management.
Experience applying NIST, RMF, DoD cybersecurity controls, FedRAMP, STIG, Authority to Operate, or comparable government security frameworks.
Experience with Agile, Scrum, Kanban, or SAFe development methodologies.
Experience working in DevSecOps, continuous integration and continuous delivery, platform engineering, or secure software-development environments.
Project Management Professional, Security+, Certified Information Systems Security Professional, or comparable professional certification.
Experience with enterprise architecture frameworks, architecture modeling, system-of-systems analysis, or standards-based architecture documentation.
Experience using requirements-management, architecture, modeling, data-analysis, issue-tracking, or technical-documentation tools.
Experience with REST APIs, databases, data warehouses, data lakes, event-driven architectures, microservices, Linux, or cloud-native applications.
