JOB CONTEXT:
HI’s Sudan program is operating in an active conflict setting, with its coordination office currently transitioning from Nairobi to Khartoum. Since January 2024, HI has been responding to the crisis in Sudan. In Gedaref state, HI implemented integrated multisectoral response with a Sudanese partner NGO, providing physical and functional rehabilitation services in health facilities and at community level, as well as mental health and psychosocial support. At national level, HI is actively engaged in humanitarian coordination to mainstream disability inclusion across the response.

HI is now scaling up its operations both geographically and sectorally, with physical and functional rehabilitation activities implementation in Al Jazirah state through support to NAPO and hospital physiotherapy units, and an ongoing scale up of physical and functional rehabilitation and inclusive humanitarian action activities in Khartoum state.

Moreover, HI is presently opening Armed Violence Reduction (AVR) /Humanitarian Mine Action (HMA) programming in Sudan.

YOUR MISSION:

Under the direct supervision of the Project Manager, as Physical and Functional Rehabilitation Technical Officer you are responsible for overseeing the implementation of project’ physical and functional rehabilitation activities. The role involves providing technical expertise and ensuring strict adherence to HI’s established protocols, national and international rehabilitation standards by physiotherapists. You lead the resumption of physiotherapy services delivery in Khartoum physical rehabilitation centre, and Capacity building of physiotherapists, rehabilitation workforce and healthcare workers and the assessment of physical rehabilitation sector in Sudan.

In this framework, your main missions are:

Mission 1: Providing guidance and technical support to project in accordance with the technical frameworks and general standards of your sectoral scope

a.      Provide appropriate technical guidance and support to project leaders and/or specialists.

b.     Ensure project’ physical and functional Rehabilitation activities are implemented in accordance with internal quality and technical standards and propose adjustments or improvements as necessary.

c.      Adapt project documentation as required, in accordance with global technical standards and norms.

d.     Contribute to the regular reporting of stimulation therapy of malnourished children’s activities (collection and analysis of stimulation therapy data collected) in conjunction with the project team and the MEAL team.

e.      Lead the resumption of rehabilitation services delivery in physical and functional rehabilitation centre

f.       Conduct rehabilitation sector assessment (Design methodology and tools for a comprehensive sector assessment- Needs, services availability, workforce mapping, supply chain for assistive products and physical rehab equipment and materials, referral pathways, and barriers to access, map all rehab actors , conduct filed assessments, key informant interviews, facility checklists, and service users consultations, produce actionable recommendations that will inform rehab strategy and program development; ensure strategy will be nexus responsive Emergency-Recovery-Development and sustainability).

g.     Develop/adapt context specific rehabilitation clinical protocols, guidelines and SoPs

Mission 2: Providing project-based technical learning

a. Ensure global and field technical specialists get the information they need and collaborate with technical divisions as needed.

b. Collect the elements necessary for capitalization exercises or scientific documentation.

c. Contribute to technical learning under the responsibility of the specialist or project manager, based on best practices.

d. Responsible for the technical learning of projects based on lessons learned and good practices

e. Adjust activities to audit recommendations as appropriate.

f. Implement recommendations to improve the technical quality of projects.

g. Ensure the technical quality and relevance of project activities implemented within their area of expertise; conduct self-evaluation of their project and participate in evaluation cycles under the supervision of the PM.

h. Taking ownership of norms and standards anticipates and prepares for nexus adjustments.

i. Propose research and study topics.

j. Oversee data collection for research activities.

k. Contribute to the terms of reference for evaluations.

Mission 3: Contributing to the animation of your sector

a.    Lead the capacity building of physiotherapists, other existing physical rehabilitation workforce and healthcare workers (Conduct Training needs assessment for physiotherapists and physiotherapists assistants, Develop/adapt context specific training packages, deliver training sessions, on job coaching and supervision, establish competency assessment and CPD tracking)

b.   Contribute to the skills upgrading plan for rehabilitation professionals

c.    Contribute to the development of a local physical rehabilitation professionals’ talent pool (conducts technical interviews of candidates and makes recommendations, identifies training and coaching needs).

d.   Coordinate technical professional development and facilitate a community of practice.

e.    Contribute to the design and collection of operational data to ensure adequate monitoring of activities or ad hoc data collection activities, and ensure appropriate measurement of project completion.

f.     Ensure that data processing is established and carried out in accordance with the rules and principles set by the IM/MEAL.

Mission 4: Contribute to ensure the technical influence of HI on its perimeter

h.     Represent HI rehabilitation technical expertise by delegation in relevant local, regional and international networks, with local partners and Universities.

i.        Coordinate and collaborate with the project's technical partners as delegated by the project Manager.

j.       Contribute to advocacy messages within the scope of physical and functional rehabilitation.

k.      Contribute to the writing of new rehabilitation project content.

l.       Contribute to the writing of new proposals for new opportunities within its technical scope.

 Mission 5: Emergency Preparedness and Response Responsibilities

Contribute to the support or implementation of emergency preparedness actions of the program(s) and, during an emergency, adapts his/her work modality in order to contribute to an effective HI humanitarian response.

Requirements

• You hold a Bachelor’s degree in physiotherapy with Minimum of 2 years of clinical experience in pediatric or physical rehabilitation care
• You have a good knowledge of stimulation therapy approach developed by HI
• You have a good knowledge of stimulation therapy protocols and national and international nutrition rehabilitation guidelines
• You have experience in a humanitarian organization; an experience in working with hospitals and rehabilitation center setting is desirable,
• You have experience in training trainers’ certification in childhood development stimulation including stimulation therapy
• Knowledge of English is essential; Arabic will be an asset.
• You are able to work in a multidisciplinary team,
