Role Summary
The Regional Technical Manager is responsible for the strategic and operational management of all clinical and physical assets, medical equipment, plant, machinery, and building infrastructure (excluding IT) within the Netcare Hospital Division. The role involves providing strong leadership aligned with Netcare’s values and strategic objectives, overseeing all technical services and activities across the region, ensuring compliance with technical standards and quality requirements, managing repair and maintenance budgets, coordinating capital and infrastructure projects, driving operational efficiencies, and implementing asset management strategies to maximize the lifespan and performance of physical assets. The Regional Technical Manager works closely with Hospital Managers and the National Technical Manager to plan, execute, and evaluate technical initiatives while ensuring the effective maintenance, inspection, and continuous improvement of facilities and medical equipment throughout the region.

Education
An Engineering Degree (B Tech) at a NQF level 7.

Work experience
5-years’ post-graduate experience in maintenance or operation of the relevant class of machinery and assets.
Experience in both the electrical and mechanical engineering environments in related industries as specified.
Previous experience in financial budgeting.
Previous experience in project management.
Any hospital or hospitality experience will be an added advantage.
A Certified Engineer (Certificate of Compliance – GCC) is preferred.

Knowledge
Computer literate in MS Office.
Conversant with the principles of maintenance and asset management aspects i.e. ISO 55 000.
Understanding of energy and water management.
Knowledge of relevant regulatory and statutory regulations.

KEY WORK OUTPUT AND ACCOUNTABILITIES

CONSISTENCY OF CARE

Strategy formulation

  • Demonstrate leadership by conveying a strong sense of commitment to the Netcare values and strategic objectives to ensure business growth and unit sustainability.
  • Provide assistance in determining and creating a physical asset management strategy for the Region and Netcare Hospital Division.
  • Manage all related Technical service and activities according to the policies, procedures, philosophy and objectives of Netcare in the Region.
  • Work closely with the Hospital Managers and National Technical Services Manager in planning, implementing and evaluating Netcare Technical strategies that will address the requirements of the Technical Division.
  • Act in a super visionary role for all technical activities that take place in the region and take ultimate responsibility for the outcomes of all technical activities.

Policy and procedures

  • Create, maintain and update policies, procedures, guidelines and specifications relating to the management of physical assets including medical equipment.

Technological platforms

  • Ensure that the integrity of the CMMS system is maintained.
  • Ensure the current database is correct and up to date.
  • Provide operational support and monitoring from Regional perspective.

Site visits

  • Conduct frequent visits to hospitals.
  • Ensure that physical assets achieve intended life expectancy.
  • Inspect physical assets including medical equipment.
  • Monitor all Capex projects to ensure consistency and quality of installation and timeous completion.
  • Provide general technical guidance and support to Hospital General Managers.

Contract management

  • Co-sign service and maintenance contracts for hospital division (Regional level).
  • Keep a back-up library of signed agreements.

Financial and budget management

  • Manage activity based technical costs to achieve operational efficiencies in the Region.
  • Manage Operational budget (repair and maintenance) on a regional level.
  • Manage the Capex P&M budgeting process.
  • Combine and manage a Regional P&M Capex budget.
  • Advise on Hospital P&M Capex strategy.
  • Identify physical asset replacement requirements using yearly facility plan.
  • Facilitate Capex review and prioritization process between TSM’s.
  • Present prioritized Capex wish lists to Regional Director.

Feedback and reporting

  • Conduct monthly feedback sessions.
  • Provide ad-hoc feedback on adverse situations impacting hospital operations.
  • Report on special projects and collation of hospital information.
  • Act as back-up to technical teams in the absence of the Technical Services Manager.

Quality assurance and compliance

  • Ensure compliance of facilities in the designated region to regulatory and statutory regulations.
  • Ensure that Technical standards and quality assurance is maintained within the Region.

Ad-hoc investigations

  • Manage ad-hoc projects and reports for Regional Directors.
  • Conduct root cause analysis of breakdowns, failures that are of a very technical nature.
  • Conduct investigations for insurance purposes.

Operational tasks

  • Review information on the technical services intranet site.
  • Intranet development and expansion – inputs to NTM.

Stakeholder relationship management

  • Build strategic inter-departmental relationships to help achieve business goals.
  • Promote sound staff and stakeholder relationships.
  • Ensure flow of information between Regional Director, National Technical Manager, Clinical Engineering Specialists and Technical Services Manager levels.

External engagement

  • Represent Netcare regionally on the South African Federation of Hospital Engineering (SAFHE), Clinical Engineering Association of South Africa (CEASA), FM symposiums and discussion forums.
  • Engage with the Netcare media liaison representative with regards to technical matters.
  • Meet with suppliers to determine business opportunities and new technology.
  • Conduct supplier screening.
  • Motivate the addition of new suppliers and removal where required.

People management

  • Develop a talented Technical workforce.
  • Create an environment where staff are aware of the role they play in the provision of quality technical services and their value to the organization.
  • Assign decision making, authority, tasks and responsibility to appropriate persons in order to maximize organisation and employee effectiveness.
  • Ensure Technical leadership development including the driving of agreed leadership outcomes as expressed in a Balanced Score Card.
  • Motivate and maintain correct staffing levels as hospital support function, in line with Netcare Technical Staffing Structure Guideline.
  • Build a strong Regional team spirit where intercommunication, assistance and peer support becomes a norm.
  • Attend to payroll, HR and IR staffing issues.
  • Conduct regular (daily / weekly) telephonic discussions with TSM’s to resolve technical matters and give direction where required.
  • Manage staff in the Technical Department.
  • Train and assist Technical staff where required.

  • Keep up to date with Netcare’s evolving policies and procedures.
  • Ensure professional technical conduct at all times.

SKILLS PROFILE

EDUCATION

Essential
