SCOPE OF WORK

Engage one Support Consultant to strengthen safe, confidential and accessible protection referral pathways linked to IRC sexual and reproductive health and primary health care services in Za’atari Camp. The GFFO-funded project integrates protection risk reduction, safe identification, information provision and referrals within health services. The assignment is expected to support approximately 12,000 Syrian refugees over ten months, including people facing heightened protection and health barriers. The anticipated level of effort is 10–14 days per month.

KEY RESPONSIBILITIES

The Support Consultant – Protection will undertake the following activities:

• Map and regularly verify protection, GBV, child protection, legal, psychosocial and disability-inclusive services, including focal points, eligibility, hours, access and capacity. Maintain the service directory, referral pathways, SOPs, consent and referral forms, escalation, feedback and complaint procedures.

• Link IRC health and SRH teams with authorized protection providers and camp coordination mechanisms. Support safe identification and first-line referral by health and community-facing staff, using informed consent and minimum necessary information. Do not conduct case management or seek unnecessary disclosure.

• Establish and maintain secure, access-controlled, data-minimized referral tracking and provider feedback loops. Analyze referral completion, unsuccessful referrals and barriers relating to safety, mobility, accessibility, privacy, documentation, waiting times and capacity; recommend and follow up corrective action.

• Orient and mentor relevant personnel on survivor-centered communication, safe referrals, confidentiality, safeguarding, PSEA, child-safe practice, disability inclusion and do-no-harm. Provide protection input to three client-informed safety audits and track agreed risk-reduction actions.

• Prepare discreet, accessible information on services and help-seeking options at health facilities. Coordinate with UNHCR-led camp Protection, GBV and Child Protection mechanisms and relevant health coordination groups, as authorized by IRC.

• Conduct quarterly reviews of referral pathway functionality and deliver a final handover with current tools, aggregated results, lessons learned, unresolved gaps and recommendations.

• Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in the IRC Jordan office.

• Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.

• Any other task related to integrated protection referrals within the scope of this TOR. The consultant will not provide protection case management, investigate incidents, mediate cases, offer unauthorized legal or clinical advice, or store sensitive information in unapproved systems.

DAILY-RATE & PAYMENT

Payment arrangements and monthly amounts in JOD are to be confirmed in the service contract. The source TOR states a daily rate of 50 JOD/Per day and a maximum of 10 days per month. Payment is subject to submission and supervisor acceptance of the relevant deliverables and required supporting documents.

REQUIREMENTS

Education: University degree in social work, psychology, protection, public health, gender studies, humanitarian studies or a related field.

Work Experience: At least two years of relevant experience in humanitarian protection referrals, GBV or child protection referral systems, or integrated health and protection programming.

Demonstrated Skills and Competencies:

• Knowledge of survivor-centered referral, informed consent, confidentiality, safeguarding and PSEA, child-safe practice, disability inclusion and responsible protection data management.

• Experience developing service maps, referral SOPs and tools, mentoring materials and analytical reports.

• Strong coordination, communication, facilitation, problem-solving and documentation skills.

• Ability to work respectfully with women, girls, children, older people, persons with disabilities and diverse communities.

• Language: Fluency in Arabic and professional working proficiency in English.

Preferred:

• Experience in refugee camps or displacement settings in Jordan; knowledge of Za’atari Camp services and coordination structures is strongly preferred.

WORKING ENVIRONMENT

This service is based in Za’atari Camp, Jordan, with regular presence at relevant IRC-supported health and SRH service points and coordination with service providers. Travel, scheduling, remote work and accessibility arrangements will be confirmed in the service contract.

• This is a service contract and does not create an employment relationship between the contractor and the IRC.

• This TOR can be modified at any time according to changes in the IRC activities or in the context.
