Core Responsibilities

Project Delivery and Construction Readiness

• Manage project delivery activities across assigned assets, projects, packages or site areas within the BU.

• Review construction readiness inputs, including design information, procurement status, permits, logistics plans, technical submissions and site access requirements.

• Ensure delivery activities are aligned with approved design, schedule, budget, quality, governance, HSE and project execution requirements.

• Evaluate construction readiness inputs to identify gaps, risks, dependencies or issues requiring clarification before execution.

Site Progress, Quality and Compliance

• Monitor site progress, construction sequencing, critical path activities, workforce deployment and delivery constraints across assigned projects or packages.

• Review site reports, inspection records, technical submissions, non-conformance records and corrective action updates to identify delivery risks or quality concerns.

• Ensure construction activities comply with approved specifications, Qiddiya standards, regulatory requirements, project controls and applicable governance requirements.

• Follow-up on site issues, quality observations, delayed actions and unresolved construction matters with project teams, consultants and contractors.

Contractor, Consultant and HSE Follow-up

• Monitor contractor, subcontractor, construction supervision consultant, project management consultant and delivery partner performance within the assigned scope.

• Review contractor progress reports, consultant observations, HSE records, method statements, risk assessments, permits and incident-related inputs.

• Ensure contractor and consultant activities are aligned with contractual expectations, delivery requirements, HSE controls, quality standards and agreed project milestones.

• Follow-up on contractor actions, consultant responses, HSE findings, performance issues and corrective actions requiring closure or escalation.

Interface, Testing and Handover Coordination

• Manage delivery interfaces across design, commercial, project controls, procurement, operations, asset management, infrastructure, utilities and other relevant workstreams.

• Review interface trackers, dependency logs, authority requirements, testing inputs, commissioning plans, completion evidence and handover documentation.

• Ensure testing, commissioning, snagging, defect close-out, authority approval and handover readiness activities are coordinated with relevant stakeholders.

• Follow-up on readiness gaps, interface actions, completion risks and handover requirements with project teams, contractors, consultants and receiving parties.

Project Records, Reporting and Team Supervision

• Develop project delivery trackers, action logs, progress summaries, readiness dashboards and reporting inputs for assigned assets, projects, packages or site areas.

• Consolidate project progress updates, site observations, open actions, risks, HSE inputs, quality records and supporting evidence for management review.

• Ensure project records, review comments, action trackers, completion evidence and handover documentation are accurate, organized and traceable.

• Supervise assigned team members or project support resources to ensure project reviews, records and reporting outputs are completed accurately and on time. Generic Responsibilities

Strategy and Planning

• Manage the implementation of the department strategy, ensure alignment with Qiddiya's vision and mission, identify potential risks, and monitor their impact on the function.

Policies, Processes, and Procedures

• Ensure the effective implementation of the policies and procedures framework for the department, encourage the proactive identification of opportunities to improve business operations, and enhance the quality of services.

Stakeholder Management

• Manage the implementation of a comprehensive stakeholder engagement strategy for the department, identify all key stakeholders relevant to the department, develop clear communication channels to facilitate engagement with stakeholders, track the effectiveness of the stakeholder engagement strategy, and recommend adjustments as needed.

Budget

• Manage the operations of the department’s budgeting process within the approved budget, analyze the financial data to pinpoint variances between actual performance and the budget, support budget forecasts and cost-control actions, and ensure compliance with all financial reporting regulations and internal policies.

Change Management

• Ensure continuous improvement of department systems, processes, and practices by analyzing existing business systems and processes to identify inefficiencies or opportunities for improvement and implement solutions to address identified gaps.

People Management

• Translate strategic direction into actionable plans for the department, collaborate with stakeholders to develop SMART goals that align from the unit level to individual teams and staff, and manage the overall talent management cycle at the department.

Reports

• Manage the development of a comprehensive reporting process for the department, guide the staff on the reporting process, and ensure they understand Qiddiya's reporting requirements.

Requirements

Knowledge Minimum Qualifications

• Preferred: Master’s degree in Civil Engineering, Construction Management, Project Management, Architecture, Engineering, or a related field.

• Required: Bachelor’s degree in Civil Engineering, Construction Management, Architecture, Engineering, Project Management, or a related field.

• Professional certifications or memberships with recognized engineering, construction, project management, quantity surveying, or built environment institutes, such as SCE, ICE, CIOB, PMI, APM, RICS, AACE, or equivalent, are preferred.

Skills

• Demonstrates fluency in written and verbal English, with proficiency in Arabic preferred.

• Analyzes operational data and information to support decision-making, identify issues, and contribute to improving processes and outcomes.

• Coordinates with internal stakeholders to support the effective execution of activities and ensure alignment across teams.

• Manages team activities and ensures accuracy, attention to detail, and quality in deliverables and operational outputs.

• Demonstrates strong knowledge of project delivery, construction management, contractor oversight, construction supervision, site logistics, HSE, quality, testing, commissioning, and handover readiness.

• Applies project delivery judgment to review construction progress, contractor performance, technical submissions, site issues, risks, and completion evidence.

• Demonstrates understanding of procurement readiness, construction sequencing, interface management, authority approvals, delivery governance, and operational readiness requirements.

• Reviews project documentation, reports, schedules, trackers, inspection outputs, non-conformance records, and handover materials with accuracy and attention to detail.

Experience Years of Experience

• A minimum of 8 years of experience in project delivery, construction management, project management, infrastructure delivery, real estate development, mixed-use development, or related fields, including relevant experience in a supervisory or managerial role.

• Demonstrated experience managing project delivery activities across construction readiness, site execution, contractor and consultant coordination, interface management, HSE, quality, schedule monitoring, risk and issue resolution, testing, commissioning, completion, handover, and operational readiness within large-scale construction, infrastructure, real estate, and mixed-use environments.
