The Project Officer is responsible for facilitating the day-to-day planning and implementation of the RISE (Rapid Interventions through Shared Engagement) project at the community level. Serving as the primary community mobilizer, the Project Officer supports project activities and provides technical assistance to community groups and local partners involved in project implementation. The role works closely with village governments and schools to facilitate the establishment and strengthening of Desa Tangguh Bencana (DESTANA) and Satuan Pendidikan Aman Bencana (SPAB). In addition, the Project Officer engages community groups and facilitates capacity-building activities on disaster resilience, including food security, livelihood strengthening, and financial literacy.
About Project:
As part of its partnership with World Vision US, Wahana Visi Indonesia (WVI) will implement the Disaster Risk Reduction (DRR) component of the RISE (Rapid Interventions through Shared Engagement) project under Pillar 1: Preparedness and Disaster Risk Reduction. The project is funded by the U.S. Department of State's Bureau of disaster and humanitarian in collaboration with more than 20 faith-based organizations worldwide. Building on the six-month emergency response implemented in Central Tapanuli from January to June 2026, the project will strengthen local disaster preparedness by supporting the local government to develop contingency plans for priority hazards, assisting villages in establishing Desa Tangguh Bencana (DESTANA), and strengthening school preparedness through Pillar 2 of the Comprehensive Safe School Framework: School Disaster Management. Based on assessment findings, the project will also support communities through small-scale livelihood interventions, including food security and financial literacy activities. In addition, a crisis modifier component is incorporated to enable rapid response should a disaster occur during the project implementation period.
All staff are expected to contribute to Wahana Visi Indonesia’s core approaches—Transformational Development, Advocacy, and Emergency Response. During emergencies, this role may be required to support organizational readiness and response efforts, ensuring timely, coordinated, and accountable delivery of assistance in line with established systems and standards.
1. Strategy Development and Planning:
- Support the preparation of detailed activity plans and schedules for DESTANA, SPAB, contingency planning, and community resilience activities.
- Collect and provide field information, assessment findings, and community feedback to support project planning
- Assist in identifying village and school priorities for disaster preparedness and resilience interventions.
- Coordinate with village governments, schools, and community groups during planning processes
- Contribute to the development of monthly and quarterly implementation plans.
- Monitor field progress and report emerging issues, risks, or changes in community conditions
- Ensure planning activities consider safeguarding, gender inclusion, and community engagement.
2. Resource and Acquisition Management:
- Guide communities in identifying available resources, risk management, and readiness to engage in program implementation.
- Support the Manager in preparing program implementation at village and district levels and take responsibility for preparation and execution
3. Capacity Building:
- Develop the capacity of communities and partners in character, competence, and commitment to ensure smooth program implementation for child and family welfare.
- Raise community awareness to critically address issues and opportunities for child and family welfare.
- Train communities and partners in managing local initiatives.
- Conduct reflection and learning processes with communities, including the most vulnerable groups, and partners.
- Share learnings and program implementation reports with relevant stakeholders.
4. Accountability:
- Carry out daily activities as outlined in the program work plan
- Mainstream child protection in activities related to project
- Implement activities with communities as per the Annual Operational Plan, adhering to standards and budget.
- Provide community development technical assistance, including project management, activity implementation, reporting, communication systems, and internal monitoring and evaluation.
- Facilitate community organization processes at the village level.
- Recommend project team for revisions in planning and budgeting based on monitoring, reflection, and learning with communities and partners.
- Facilitate inclusive dialogue processes with communities and partners.
- Contribute to monthly, quarterly, and annual project reporting.
5. Networking and Coordination Development:
- Work closely with local beneficiaries (e.g., schools, communities, and stakeholders) to ensure their participation and inputs.
- Build trust among schools, communities, and local stakeholders and ensure that program activities reflect local needs and contexts.
- Build partnerships with various organizations, institutions, and entities at the village level to improve child and family welfare, especially for the most vulnerable.
- Facilitate and manage relationships with communities and village-level development partners, including village governments, existing community organizations, faith-based communities, private sectors, and community leaders.
- Provide accurate organizational identity information.
- Enhance understanding of the political situation in the service area to respond appropriately as an organizational representative.
6. Management & Leadership
- Develop and manage annual performance agreement
- Submits periodical/ monthly accomplishment report
- Document field implementation processes and provide monthly activity progress reports to supervisors.
- Build and maintain positive spirit of working in team with other staff in respective unit and department
- Provide Christian value and support to enrich the organization's life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve.
- Be a role model and inspiration in managing work, communication and relationship with internal staff and external parties.
- Manage all risks related to Project according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks.
Requirement
- A bachelor's degree in social sciences is preferred, but candidates from other fields are also welcome.
- Minimum of 3 years of work experience or at least 1 year as a development facilitator in humanitarian programs.
- Preferably experienced in coordinating between sub-district and district-level government institutions and humanitarian organizations.
- Proficiency in Bahasa Indonesia is required, and knowledge of local languages in the project area is preferred. English proficiency is an added advantage
- Familiarity with the conditions of the service area.
- Have his/her own vehicle. 70% Field 30% Admin.
- Must understand the field conditions and their limitations, as you will reside in the service area.
- Prepared to engage in field mobility activities.
- Strong skills in facilitating and building interpersonal relationships.
- Proficient in using digital applications and continuously learning to improve documentation processes.
- Understanding of community development and mobilization concepts.
- Strong critical and analytical thinking skills.
- Strong facilitation skills are required to build relationships with various stakeholders.
