Requirements:  

  • Minimum five years’ experience at senior management level in a humanitarian mine action programme. 

  • Relevant higher education and work experience and/or relevant military experience and education. 

  • Experience with programme strategy, large-scale project management, monitoring and evaluation, risk management and donor compliance. 

  • Strong people management experience and proven ability to lead multidisciplinary and multicultural teams, including remotely. 

  • Experience engaging with donors, governmental authorities, national stakeholders and local partners. 

  • Experience of managing finance, administrative and human resource systems to ensure programme efficiency. 

  • Knowledge and understanding of relevant institutional donors (NMFA, USDoS, GFFO, EU, FCDO, etc.).

This role requires strategic leadership, sound judgement and the ability to work independently in a complex and volatile context. Therefore, it is particularly important that you enjoy building relationships, mentoring colleagues, and leading teams through operational and organizational change. 

 

 

Responsibilities: 

  • Provide strategic, financial and operational leadership for the Mine Action and Disarmament programme in Lebanon, ensuring safe, effective and donor-compliant implementation. 

  • Lead programme planning, implementation, monitoring and reporting in line with NPA strategies, donor-approved plans and relevant standards. 

  • Develop funding proposals, donor reports and resource mobilisation initiatives in close coordination with the Country Director and Head Office advisors. 

  • Build and maintain constructive relationships with Lebanese authorities, donors, UN agencies, local communities, partners and other humanitarian actors. 

  • Line manage, mentor and support programme staff, including developing and implementing a mine action mentorship strategy to strengthen localisation and nationalisation. 

  • Ensure compliance with NPA policies, donor requirements, national standards, IMAS/NMAS, financial procedures, safeguarding obligations and safety and security systems. 

 

*Validity of the offer and contract depends on satisfactory medical certificate, full vaccination, valid travel visa and necessary permits for service and residency in the country of service. The offer and contract also depend on donor funding and might be subject to donor approval.
