Your day at NTT DATA
We are seeking an experienced and highly motivated Program Manager / Project Manager to lead large-scale High-Speed Railway IT/OT and Cybersecurity initiatives.
The successful candidate will be responsible for managing complex projects involving railway operational systems, IT infrastructure, operational technology (OT), cybersecurity, and multi-vendor environments. This role requires close collaboration with global Subject Matter Experts (SMEs), engineering teams, technology partners, government stakeholders, and customer organizations.
The candidate must demonstrate strong leadership, excellent communication skills, adaptability, and the ability to drive project outcomes in a fast-paced and dynamic environment.
Key Responsibilities
Program & Project Management
- Lead end-to-end delivery of High-Speed Railway IT/OT and Cybersecurity projects.
- Establish project governance, reporting structure, and stakeholder communication plans.
- Manage project scope, schedule, budget, risk, and quality.
- Coordinate multiple project workstreams across local and international teams.
- Drive project execution and ensure on-time delivery of critical milestones.
- Manage internal and external vendors, consultants, and contractors.
Global Collaboration
- Work closely with global SMEs across cybersecurity, railway operations, OT, network, cloud, and infrastructure domains.
- Facilitate technical discussions and decision-making among international stakeholders.
- Align local project requirements with global standards and best practices.
- Escalate and resolve cross-functional issues efficiently.
Stakeholder Management
- Interface with customers, government agencies, railway authorities, and executive management.
- Present project status, risks, and recommendations to senior leadership.
- Lead workshops, steering committee meetings, and governance reviews.
IT/OT & Cybersecurity Coordination
- Support implementation of cybersecurity controls and compliance requirements.
- Coordinate integration between IT and operational technology environments.
- Manage risk assessments, architecture reviews, and security-related project activities.
- Ensure project deliverables meet operational and security requirements.
Required Qualifications
Experience
- 8+ years of Project Management experience.
- 5+ years managing large-scale infrastructure, transportation, railway, telecom, data center, cloud, or cybersecurity projects.
- Experience delivering complex multi-vendor programs.
- Experience working in multinational and cross-cultural environments.
Skills
- Strong Project Management and stakeholder management skills.
- Excellent communication and presentation abilities.
- Strong problem-solving and risk management capabilities.
- Ability to manage ambiguity and changing priorities.
- Strong coordination and facilitation skills across multiple teams.
Language
- Fluent English communication skills are mandatory.
- Ability to lead meetings, workshops, and executive discussions entirely in English.
- Additional Asian language capability is an advantage.
Preferred Qualifications
- Experience in Railway, Metro, Transportation, Airport, or Critical Infrastructure projects.
- Knowledge of OT/ICS environments and cybersecurity concepts.
- PMP, PRINCE2, PMI-ACP, or equivalent certification.
- Familiarity with IEC62443, ISO27001, NIST, or other security frameworks.
- Experience working with international engineering and consulting firms.

Work Schedule:
- Hybrid working mode.
- Monday to Friday, 08:00 – 12:00 and 13:00 – 17:00.

- Hanoi Office: Room 202, 2nd Floor, HITC Building, 239 Xuan Thuy street, Dich Vong Hau ward, Cau Giay District, Hanoi.
- Ho Chi Minh Office: 20th Floor, Opal Tower, 92 Nguyen Huu Canh Street, Thanh My Tay Ward, Ho Chi Minh City.
