Job Purpose

Fugro is looking for the Personnel Planning Lead (PPL), reporting to the Personnel Resource Manager, oversees planning, allocation, tracking, logistics, and administration for approximately 130 offshore survey technical personnel across Southeast Asia. The role manages personnel deployment, certification and documentation renewals, third-party contractor sourcing, and supervises the regional Personnel Logistics Team to ensure efficient workforce and travel coordination.

Organisational Context

Personnel Planning Lead would typically coordinate / collaborate daily with:

• Personnel Resource Manager
• Operations Manager
• Project Manager(s)
• Client Deliverables Manager / Data Centre Manager
• Technical Discipline Subject Matter Experts (SME’s)
• Personnel Training / Competency Lead
• Personnel Recruitment Lead
• Other (Fugro Group) Offshore Personnel Leads / Training Leads / Competency Leads
• Third Party Agencies (supplying contingent technical staff)

Direct/Functional Reports

The Personnel Planning Lead supervises day-to-day:

Survey Personnel Logistics Team, comprising logistics coordinators, and administrators.

Job Description:
1) To Ensures that agreed quality, productivity, customer-satisfaction, employee-satisfaction, safety and personal targets are met by
2) controling and coordinating all planning activities associated with technical operations,
3) creating integrated processes among internal functions and external suppliers,
4) assuring that all planning activities are well coordinated across the technical operations teams,
5) communicating status and changes to internal and external customers,
6) solving problems and delivering solutions where precedent may not exist. Gives guidance in complex tasks. Acts as mentor for more junior colleagues, but people management is not a focus. Works autonomously.

Job Requirement

Requires higher professional education (HBO) or equivalent professional and intellectual capacities. Typically requires knowledge of operation capacities, equipment, staffing and processes, and an understanding of their interaction, obtained through extensive relevant working experience.

Education

Tertiary Education (Diploma)

Working experience

3-8 years

Proven background in / practical experience with maritime (vessel based) personnel / crewing operations, preferably survey industry related

Management experience

0-3 years

Previous supervisory / team leadership experience in crewing operations preferred.

Proven capability to collaborate and coordinate with other department heads, towards optimising offshore technical personnel performance and utilisation

License/ certification/ qualification

Qualified and functional experience in Human Resources / Maritime Crewing and personnel management and training

Proficiencies

English Language. Proven high level capability to communicate clearly and accurately, in English language, both verbal and written

Microsoft Office 365 applications. 
High-level competence with Outlook, Excel, Word, Teams, etc

Crewing Management Software Systems.  Proven capability with Personnel / Crewing Rotation Planning Systems / Software / Spreadsheets, etc

Proven background and experience in the marine industry, and be able to easily relate to / with the types of personnel employed in this field / industry

Flexible, reliable, independent, and able to work well in fast-paced, constantly changing environment

Proactive, positive attitude, meticulous with good attention to detail, and strong ability to follow-up on pending actions / activities
