The Opportunity:
A Federal shared services provider delivers payroll for approximately 605,000 Federal employees across more than 150 agencies. To address inefficiencies in fragmented and aging payroll systems, it is implementing a scalable, cloud-based payroll solution that improves automation, data quality, user experience and compliance, with implementation for the full customer base targeted within eighteen months.
This position supports the core implementation call order, which covers discovery and fit-gap analysis, solution design and configuration, data migration, interface development, testing and parallel payroll validation, and cutover through hypercare. In this role you will design, develop, test and deploy the inbound and outbound interfaces that connect the payroll solution to agency personnel and timekeeping systems, Treasury, tax authorities, benefits and retirement providers, and agency accounting systems.
Work is performed remotely from within the United States, with periodic on-site presence as the assignment requires.
Responsibilities:
Develop and maintain the interface inventory and interface design specifications
Design, develop, test and deploy inbound and outbound interfaces using an enterprise integration platform
Develop file-based and API-based integrations, including fixed-width and positional file formats
Implement error handling, monitoring, logging, retry and reconciliation for batch interfaces
Develop interfaces for personnel, time and attendance, payment, tax, benefits and accounting data
Coordinate with trading partners and system owners to analyze and resolve interface defects
Support system integration testing and user acceptance testing
Support interface cutover, dual-run operations and post-deployment stabilization
Qualifications:
Required:
- Must be a U.S. Citizen and able to obtain and maintain a Public Trust clearance
All work is performed from within the United States and its territories, from a work location approved in advance by the customer
Bachelor's degree and 5 years of relevant experience. Additional experience may be substituted for degree.
5 or more years designing and building system integrations on enterprise implementations
Demonstrated experience with both API-based integration (REST, SOAP, JSON, XML) and file-based batch integration — the interface environment is predominantly file-based
Experience implementing managed file transfer (MFT), error handling, retry and reconciliation within a batch integration landscape
Experience with fixed-width and positional record formats, copybook-defined layouts, EDI, or mainframe file interfaces — the differentiating skill on this requisition
Experience debugging integration defects across a system boundary, including with an external trading partner
Desired:
Oracle Integration Cloud (OIC), or equivalent depth on MuleSoft, Dell Boomi or Azure Integration Services
Oracle Fusion HCM integration specifics — HCM Extracts, BI Publisher, OTBI, and the inbound loaders
Payroll or HR interface experience — disbursement and payment files, tax reporting, benefits carrier files, retirement reporting, or time and attendance ingestion
Advanced SQL, and federal or multi-tenant shared-service integration where data segregation between customers is a design constraint

Pay Range:
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$78,000 - $163,800
