The PACMS Analyst & User Support Specialist (also known as PACMS Analyst 2) serves as the liaison for the Superior Court. An individual in this position is available to respond to all Judges and departments to assist in any PACMS matter. The individual serves as a support contact for Superior Court staff for questions and issues in PACMS. If an issue arises that must be reported to the AOPC, the individual will assemble necessary documents and submit the issue to the AOPC Help Desk. The individual will track the tickets, obtain updates from AOPC, and contact the Superior Court user if more information is needed. At the time of ticket resolution, results will be reviewed with the Superior Court staff member reporting the issue. This position requires technical skills as a business analyst and experience as an appellate clerk.

Typical Duties

  • Compile and initiate ad hoc query requests by Judges and department heads and communicate the request to AOPC.
  • Review and analyze query results in PACMS to determine flaws in the TSQL selection by AOPC. If the data results appear to be inaccurate, targeted questions will be returned to AOPC along with data examples that assist AOPC in correcting their selection criteria.
  • Compile and review the data for the Court Statistics Project for the National Center for State Courts and the Court’s annual statistical report.
  • Maintain PACMS reports and procedures for data collection for the CSP.
  • Participate in meetings and conference calls with Court personnel and AOPC staff on a variety of projects.
  • Participate in statistical projects for the Superior Court which includes the Superior Court Annual Report, the Caseload Highlights report from AOPC, and the Court Statistics Project for the National Center for State Courts.
  • Participate in any committee regarding Court statistics with Commonwealth and Supreme Courts.
  • Participate in all meetings or conference calls with staff from AOPC and the Superior Court.
  • Identify PACMS reporting deficiencies and collaborate with the affected department to identify report requirements. Upon completed analysis, provide AOPC with a report definition and specifications.
  • Troubleshoot system errors and report errors.
  • Respond to all requests for data that is not currently available in report form by developing the query, submitting the request to the AOPC helpdesk, and analyzing the results from AOPC for accuracy.
  • Perform regular PACMS metadata maintenance to ensure values are accurate and obsolete values are removed to avoid mistaken usage.
  • Identify and fully vet system enhancements with the Superior Court committee and then communicate the enhancement requirements to AOPC.
  • Performs related work as required.

Minimum Qualifications

  • Court and PACMS experience preferred.
  • Satisfactory criminal background check required.

Salary information

Starting Salary Range: $61,926-$81,568 (maximum salary is $101,209)

  • Thorough knowledge of and ability to operate PACMS.
  • Thorough knowledge of court procedures, policies, organization and operations.
  • Thorough knowledge of modern office practices and procedures.
  • Ability to understand and follow complex oral and written instructions.
  • Ability to communicate and handle issues for Judges, chambers staff and all administrative departments when PACMS issues arise.
  • Ability to maintain a variety of complex files and prepare reports from same.
  • Ability to establish and maintain effective working relationships.
  • Thorough expertise in Microsoft Office applications such as Word, Excel, and PowerPoint.
  • Possess strong written and verbal communication skills and the ability to describe and explain a technical situation to non-technical staff.
