Job Title:
Operations Manager - PolymerSummary:
• Plan, Lead, direct and monitor all manufacturing activities within an assigned area or unit, to maximize the use of the organization’s resources to ensure stable operations and meet production specifications and schedules with good EHS performance, quality standards as well as volume, cost, productivity targets in compliance manner.Responsibilities Include:
EHS & Compliance
- Ensure operations within an assigned area or unit in compliance with Local Law and Momentive Internal Regulations: EHS, Manufacturing, Quality and Security Requirements; ISO9001/ ISO14001/ISO45001 requirements; relevant customer requirements.
- Establish / Maintain / GAP Analysis for an open, trusted and accepted EHS Culture
- Execute / Maintain / GAP Analysis for Continuously improvement of EHS leading indicators
- Ensure operations within boundaries of existing permits
- Ensure proper documentation (e.g. Permits on file, SOP and log sheet, MOC documentation, etc.)
- Full Responsibility for Operations within an assigned area or unit
- Maintain safe and stable operations
- Execute Production Orders on Time in Full within Spec (“First Time Right”)
- Partner with SIOP Team to optimize production output and improve OTIF to RDD
- Drive cycle time reduction, asset capacity increasing/de-bottleneck and operations efficiency optimization
- Be responsible for operations cost control within budget and continuously optimize conversion cost
- Transfer Momentive silicones global process technology and new product to the plant by NPI/NPT process
- Work with sourcing/process team for new raw material and 2nd
supplier source qualification
- Lead root cause investigation and implement follow-ups for un-planned events/near miss
- Improvement of Quality for Produced Materials and customer satisfaction
- Establish / Execute / Maintain / GAP Analysis on existing and future Quality Standards (e.g. ISO 9001, EFfCI GMP, IATF16949, etc.)
- Continuous improvement on Quality Metrics results and customer satisfaction
Continuous Improvement
- Execute / Promote CI Culture
- Lead Kaizen events to tackle the challenges from operations and business
- Work with cross functions to achieve VCP target
- Continuously improve Operational Performance Metrics result
Capex Project
- Apply and execute Capex and improvement projects
- Working with engineering team to apply and get approval for Capex/improvement projects
- Safely execute Capex investment projects from operations side
- Working with engineering team to ensure project execution on time, within budget, and startup safely
People and Team
- Lead, direct, evaluate and develop a team of engineers/shift leaders/front line operators to ensure that the manufacturing activities meet established targets and standards
- Establish / Execute / GAP Analysis Training Plans for operations team together with site HR
- Maintain a sustainable and trusted relationship among functions
- Liaise with site functional teams, global engineering, China process, R&D, supply chain, sourcing, commercial teams as well as customers for operations related activities
Qualifications:
The following are required for the role
Education/Training 教育/培训要求
- Bachelor’s degree or above, major in chemical engineering or related
- Very strong EHS awareness and be proficient in EHS standard/requirements from production perspective in large chemical site
Experience 经验要求
- At least 5 years’ experience in chemical industry.
- 3 years’ experience in similar position of multi-national chemical company is a plus
- Familiar with Silicone Industry
- Familiar with quality management system (ISO9001\EFfCI\Halal\IATF16949) is an advantage

- Very good written and fluent oral English skill
