ROLE SUMMARY
The NHS Solutions Partner develops and delivers collaborative working projects with NHS organisations (e.g. Integrated Care Systems, Health Innovation Networks, Primary Care Networks, GP Federations, Hospital Trusts and the equivalents in the Devolved Nations), delivering value to the healthcare system, patients and Pfizer. The role builds trusted relationships with stakeholders, translates locally identified unmet need or service inefficiencies into well-governed partnership projects, and ensures every project is delivered, measured and disclosed in full compliance with the ABPI Code of Practice and relevant national guidance.
ROLE RESPONSIBILITIES
Opportunity identification and scoping
- Position Pfizer as partner of choice in developing collaborative programmes with the NHS, offering solutions that address important issues and deliver meaningful impact.
- Work with the cross-functional team and NHS stakeholders to identify service barriers, unmet need, or pathway inefficiencies where collaborative working could deliver a measurable improvement in patient care or system efficiency (e.g. diagnosis, treatment, resource utilisation, economic impact, patient experience/adherence).
- Proactively consider with NHS partners how digital and AI solutions could support pathway transformation.
- Define clear outcomes to be measured, the process for replication and scaling if outcomes are achieved, and the plan for long-term sustainability.
Project development and governance
- Develop the Project Initiation Document (PID), defining objectives, scope, resource contributions from each partner, governance structure, outcome measures, timeline and exit strategy.
- Lead the internal review process of the collaborative working project with medical, legal and compliance as required and identify an appropriate Executive Sponsor.
- Draft and negotiate the Collaborative Working Agreement with the correct NHS legal entity (not with an individual), ensuring conflict-of-interest and dispute-resolution provisions are in place.
- Arrange for certification of documents and publish a certified executive summary in advance of project initiation, in line with Code requirements.
Delivery and stakeholder management
- Act as the project lead throughout project delivery, chairing or co-chairing the project board / governance group.
- Coordinate internal contributions (health economics, medical affairs, data/RWE, digital/AI, project management) and any third-party delivery partners commissioned into the project.
- Monitor progress against milestones and outcome measures; manage risks, variations and any dispute resolution required under the agreement and adjust accordingly.
- Support the funded NHS role(s) or service change to transition toward sustainability, including input into any business case for continued local funding beyond the project end date.
Compliance, disclosure and reporting
- Ensure all activity remains non-promotional and that it must not be, or be perceived to be, an inducement to prescribe, supply, recommend, buy or sell any medicine.
- Ensure that where a collaborative project may increase the appropriate use of medicines in a pathway, including Pfizer medicines, that the pathway is in line with local NHS guidance and national guidance where it exists.
- Maintain complete documentation of resource contributions, governance decisions and outcomes for audit purposes and ensure there is no access to individual patient data.
- Ensure accurate transfer-of-value data for annual Disclosure UK reporting.
- Publish a final outcomes report/summary at project close with measurement of agreed outcomes.
Measures of Success
- Quality of collaborative working projects managed within the allocated budget available.
- Achievement of patient care or system-efficiency outcomes against each project’s defined measures.
- Successful transition of project-funded roles or service changes into sustainable local funding, where that is the intended outcome.
- Scaling of successful projects to other areas (e.g. ICS wide, multiple ICSs, national).
- Quality of relationships with NHS partners, evidenced through partner feedback and continued willingness to collaborate.
- Nominations and winners of NHS partnership awards.
- 100% compliance with internal review, disclosure and publication requirements across all live projects.
BASIC QUALIFICATIONS
- Significant experience in account management, healthcare partnerships or market access roles.
- Strong understanding of NHS structures, commissioning, and funding flows in England and equivalent structures in Devolved Nations.
- Excellent project management skills, including experience developing project initiation documents, business cases and outcome frameworks or similar.
- Experience in pathway/service redesign and change management support.
- Ability to build trusted, senior-level relationships with NHS executives and clinical leaders.
- Sound commercial and analytical judgement.
- Good working knowledge of the ABPI Code of Practice, especially in relation to Collaborative Working and Disclosure UK requirements.
- Ability to translate local health system / NHS plan priorities into aligned, therapeutic-area solutions that overcome challenges and optimise patient care.
PREFERRED QUALIFICATIONS
- Experience in local data analysis and clinical audit support (building the case for change).
- Experience in service evaluation measurement and health economics (demonstrating system benefits).
- Experience supporting implementation of technology and AI solutions in the NHS to improve care pathways (patient identification, diagnosis/triage, remote monitoring, e-PROMS).
- Experience managing multi-partner projects involving third-party delivery organisations (e.g. data/analytics or clinical staffing providers).

- Comfortable operating within a highly governed, audited environment, with strong attention to documentation and process.
- Skilled at translating a clinical or operational problem into a structured, fundable project proposal.
- Collaborative and consultative, able to influence without direct authority across both NHS and internal company stakeholders.
- Resilient in managing projects that may run over 12-24 months, often against shifting NHS priorities and reorganisations.
- Excellent communicator, strategic thinker, proactive leader and change agile.
