Position Details:

The Opportunity:

As the Municipal Stormwater Permit Assistance Specialist, you will support the Washington Stormwater Center’s (WSC) municipal technical assistance program by helping build capacity and providing technical assistance to Washington Phase II Permittees, with a particular focus on Eastern Washington jurisdictions. In this role, you will assist permittees in meeting the requirements of their Municipal Separate Stormwater Sewer (MS4) Permits. You will work remotely as part of the Washington Stormwater Center, which is based at the Puyallup Research and Extension Center, while maintaining strong partnerships with communities across the state. This position includes travel to permitted jurisdictions in Eastern Washington and may also require trips to the WSC offices in Puyallup.

Percentage Breakdown of Job Functions:

  • 40% Program Implementation

  • 30% Communication Internal/External

  • 25% Coordinate in-person and online Training/Workshops/Events

  • 5% Other duties as assigned

Additional Information:

This is a full time (100% FTE), temporary position. This position is overtime eligible.
 

Temporary End Date: This is a temporary position that is renewed on an annual basis. Renewal is dependent on the need for extension and/or if additional funding is secured to extend employment.

Monthly Salary: $4,059.92 - $4,940.13 | Commensurate with experience and qualifications

In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidate’s current experience, education, skills, and abilities related to the position.

Required Qualifications:

  • A Bachelor’s degree in a relevant extension program discipline and two (2) years of related program experience. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

  • Demonstrated experience working with stormwater-related groups: federal, state, private, tribal,  non-governmental organization (NGO), and academic stakeholders, or similar experience working with diverse groups of stakeholders.

  • Experience working with the Western Washington or Eastern Phase II stormwater permit(s) requirements.

  • Must have, or be able to obtain by time of hire, a valid driver’s license and meet requirements in accordance with SPPM 7.10 and departmental driving standards.

  • Demonstrated skill in effective communication (written and oral) in a variety of styles for different types of audiences.

  • Act as a liaison between permittees, stakeholders, and regulators.

  • Ability to work with a diverse group of municipal jurisdictions with varying compliance needs.

  • Willingness to develop an understanding of the Stormwater Management Manual for Eastern and Western Washington (SWMMEW and SWMMWW).

Preferred Qualifications:

  • Familiarity with research topics pertinent to applications in Eastern Washington EWA.

  • Experience working in EWA with all aspects of stormwater management programs.

  • Experience writing grant proposals and familiarity with Ecology’s Administration of Grants and Loans (EAGL) system requirements.

  • Experience developing and analyzing surveys.

  • Experience creating and designing education and outreach materials for water quality and stormwater management programs.

  • Knowledge of other  National Pollutant Discharge Elimination System (NPDES) permits, including the Industrial, Construction, Concentrated Animal Feeding Operation (CAFO), and Individual permits, preferred.
