What is the Opportunity?

We have an exciting opportunity to join the Enterprise AML & Financial Crimes Audit team at RBC, where you will play a critical role in providing independent and objective assurance of RBC’s global AML, economic sanctions, and anti-bribery programs.  Your work will help ensure the effectiveness and adequacy of internal controls to meet AML & FC regulatory requirements and expectations for all regions covered by RBC’s AML Global Target Operating Model (TOM).  Key stakeholders include second-line AML leadership under and including the Chief AML Officer (CAMLO).

What will you do?

  • Provide independent and objective evaluation of the adequacy and effectiveness of the Global Financial Crimes & Anti-Money Laundering (FC & AML) program, with focus on the Target Operating Model (TOM) Under RBC’s Chief AML Officer (CAMLO)
  • Evaluate the effectiveness of FC&AML controls performed at the Enterprise level on behalf of RBC’s regions and jurisdictions, to assess compliance with regulatory requirements, in particular the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA), the Bank Secrecy Act and USA PATRIOT Act, as well as other regional regulatory requirements. 
  • Oversee the Global AML Transformation Program under the CAMLO, including involvement in Steering Committees, Executive Forums, and other governance processes. Oversee the execution of Transformation-specific audit engagements to provide insight, assurance, and advisory services to the business
  • Oversee the validation of global (non-US) regulatory issues, including engagement with regulators on an ongoing or ad-hoc basis
  • Support the VP, Global Head of AML Audit in providing reporting, updates and assurances to senior parties including the Global Chief Audit Officer, Audit and Risk Committees of RBC’s Boards of Directors, the CAMLO’s operating committee, etc.
  • Work in collaboration with peers overseeing the US and Canada/International AML Portfolios to ensure appropriate handoff and consistency in execution
  • Able to work in a dynamically changing environment and act as a trusted advisor to the business.

Leadership and People Management:

  • Lead multiple teams of professional auditors in the U.S. and Canada to effectively cover Financial crimes (AML, economic sanctions, Anti-Terrorist Financing, Anti-Bribery and Corruption (ABAC)) under the TOM, as well as Global Transformation and Regulatory Validation-focused projects
  • Assist in annual audit planning and overseeing quarterly continuous risk monitoring
  • Oversee interim and final validations of regulatory issues
  • Present/engage with senior stakeholders, senior management, and regulators (e.g. FINTRAC)
  • Identify competent and sufficient resources with relevant skill sets to meet each audit/regulatory validation requirement.
  • Manage staff assigned to the engagement and review audit work for the sufficient scope and for accuracy.
  • Cooperate with other audit groups (e.g. IT, model-risk) to effectively plan and execute.

Relationship Building and Client Experience:

  • Collaborate regularly with internal counterparts covering Financial Crimes elsewhere within RBC (Non-U.S. regions, City National Bank, etc.) to ensure consistency in approaches and coverage.
  • Engage external stakeholders within the First and Second Lines of defense through continuous risk monitoring, audit/regulatory issue engagements, and other relevant touchpoints, to provide status of ongoing and upcoming audits, and to stay apprised of issue-remediation progress.

Audit and Assurance:

  • Execute annual and risk-driven audits and regulatory issue validations in accordance with applicable Internal Audit methodologies and coverage strategies 
  • Develop and manage the Enterprise AML audit plan (including regulatory and internal audit issue validation) based on risk assessment and continuous monitoring activities.

Regulatory Engagement and Validations of Regulatory Matters:

  • Lead discussions with and respond to requests from relevant regulatory bodies, including the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC).
  • Oversee the validation of regulatory matters issued by relevant regulatory bodies, including FINTRAC.

What do you need to succeed?

  • A minimum of 12-15 years of experience in financial sector audit with practice focus and expertise in IT
  •  Undergraduate degree
  • Excellent communication skills
  • Accountability, leadership, initiative, teamwork, change agent and impact and influence
  •  Risk management and audit expertise
  • In-depth knowledge of US regulatory landscape and strong working background/experience with key US regulators
  • Strong analytical, communication, strategic and creative mindset with strong execution ability
  • High level of general management skills, including leading, negotiating, communication and team building
  • Effective interaction/dealing with executives and senior management and ability to maintain a strong relationship with IA staff, partners and external stakeholders
  • Strong analytical, communication, computer, and interpersonal skills

The expected salary range for this particular position is $170,000-$280,000, depending on your experience, skills, and registration status, market conditions and business needs.
