About the Role / Project scope
The Programs Manager plays a critical role in the development, implementation, and continuous evolution of Qiddiya Real Estate LearnLab (QREL)’s Learning Programs aimed at Sales & Leasing professionals. QREL is designed to establish a consistent, scalable, and industry-leading approach to capability development across Residential, Retail, Office, Land, and broker partner channels, supporting Qiddiya's strategic ambition to become a benchmark for real estate learning excellence.
Reporting to the Senior Manager, the Programs Manager is responsible for overseeing the end-to-end lifecycle of digital learning programs, including curriculum design, content development, development of learner journeys, quality assurance, stakeholder engagement, learning operations, and continuous improvement. The role ensures that all learning programs are aligned with business priorities, industry best practices, regulatory requirements, and evolving market and QIC needs.
Working closely with business stakeholders, subject matter experts, instructional designers, Digital Systems and Learning Experience teams, and external partners, the Programs Manager leads the creation and delivery of engaging, bilingual, high-quality learning experiences that build knowledge, skills, and commercial excellence across the sales and leasing teams. This includes managing a team of course developers and the development of role-based learning pathways, digital learning content, assessments, learner adoption initiatives, and performance measurement frameworks that link learning outcomes to business objectives.
The role is also responsible for establishing and maintaining governance, standards, and operational processes that support the successful delivery, scalability and sustainability of QREL, ensuring a seamless learner experience while driving measurable impact on capability development, operational excellence, and organizational performance.
This position contributes to the long-term vision of growing QREL into a world-class learning hub that supports both internal teams and external partners in the future, reinforces Qiddiya's commercial objectives, and positions the organization as a leader in real estate capability development.
Key Responsibilities
1. Strategic Responsibilities
QREL Strategy, Governance & Learning Portfolio Management
- Support the Senior Manager in the implementation and continuous evolution of Qiddiya Real Estate LearnLab (QREL), ensuring alignment with Sales & Leasing business objectives and capability development priorities.
- Manage the QREL digital learning portfolio and curriculum, including Foundation, Specialization, and Mastery learning journeys, ensuring learning pathways remain aligned with Qiddiya and Business Unit requirements.
- Manage the development, maintenance, and continuous enhancement of curricula, learning pathways, and competency frameworks, ensuring alignment with business priorities, industry best practices, and market trends.
- Establish and maintain governance frameworks, standards, processes, and quality controls across learning content, programs, and learning operations.
- Support the development and implementation of annual and quarterly learning roadmaps, content release plans, and program priorities.
Stakeholder Management & Business Partnership
- Partner with key stakeholders to align learning solutions with business needs and priorities.
- Collaborate with internal and external subject matter experts to ensure content accuracy, relevance, and alignment with business requirements.
- Manage stakeholder engagement, content reviews, approvals, and program communications.
Innovation & Learning Excellence
- Drive adoption of innovative learning technologies, AI-enabled solutions, and industry best practices.
- Promote innovation and best practices across instructional design, digital learning, and learner experience.
2. Operational Responsibilities
Program Management, Content Governance & Quality Assurance
- Manage end-to-end learning program development and delivery, including quarterly delivery plans, course roadmaps, stakeholder communications, and course-level templates and trackers.
- Ensure programs and content are delivered on time and aligned with business objectives and organizational standards.
- Oversee content review, validation, approval, and quality assurance processes.
- Manage the content lifecycle, including updates, version control, change management, archival, and retirement.
- Manage relationships with external vendors, consultants, and learning partners.
Assessment & Evaluation
- Oversee the development and implementation of assessments, learning activities, and evaluation methods that measure knowledge acquisition and application.
- Analyze learner performance, assessment results, and feedback to evaluate program effectiveness and inform content and curriculum enhancements.
Learning Operations, Performance & Operational Excellence
- Collaborate with Digital Systems and Learning Experience teams to ensure effective learning delivery and a seamless learner experience.
- Manage learning operations, performance reporting, and dashboards to support decision-making and program governance.
- Maintain governance documentation, operational procedures, and frameworks that support compliance and scalable program delivery.
3. People Responsibilities
Team Leadership & Development
- Lead and develop team members, fostering a culture of collaboration, accountability, and continuous improvement.
- Set priorities, allocate work, monitor performance, provide coaching, and build capability across learning and program management disciplines.
- Promote knowledge sharing, continuous learning, and adoption of best practices across the team.
Resource & Budget Management
- Support the management of budgets, resources, vendors, and operational expenditures.
- Monitor resource utilization and capacity planning across programs and initiatives.
- Contribute to vendor selection, procurement, business case development, and contract management activities.
Skills & Attributes Required / Desired
Required:
· Digital Curriculum Development & Learning Pathway Design: Ability to design, structure, and maintain role-based digital curricula, learning pathways, competency frameworks, and learning journeys aligned to business objectives.
· Instructional Design & Adult Learning Principles : Strong understanding of instructional design methodologies, learner engagement strategies, assessment design, e-learning and adult learning best practices.
· Digital Learning Technologies & Authoring Tools: Hands-on experience with digital learning platforms and content authoring tools such as Articulate 360 (Rise and Storyline), Vyond, AI-enabled content creation tools, LMS/LXP platforms, and SCORM-based deployment.
· Program Planning & Delivery Management: Strong capability in planning, prioritization, scheduling, risk management, dependency tracking, and managing multiple learning initiatives through to completion.
· Assessment, Evaluation & Learning Analytics: Ability to develop and evaluate assessments, analyze learner performance and engagement data, and translate insights into actionable improvements.
· Stakeholder, SME & Vendor Management: Proven ability to collaborate with business leaders, subject matter experts, external partners, and vendors to deliver high-quality learning solutions.
· Project Management, Communication & Organizational Skills: Strong organizational, communication, and problem-solving skills with the ability to manage competing priorities while maintaining high standards of delivery and execution.
Preferred:
· Industry Experience: Experience within the real estate sector is preferred, and knowledge of the GCC real estate market, particularly Saudi Arabia, is highly desirable.
· Learning Content Governance, Quality Assurance & Version Control: Experience establishing and managing quality assurance processes, content reviews, approvals, version control, content lifecycle management, and governance frameworks.
Requirements
Preferred Background and Experience
· Bachelor’s degree or equivalent in Learning & Development, Education, Instructional Design, Real Estate Management, Business Administration, or a related field.
· Minimum 8 years of experience in digital curriculum development, instructional design, digital learning and content development operations, or education, including at least 3 years in a management or leadership role.
· Demonstrated experience developing and managing learning curricula, competency frameworks, learning pathways, course outlines, lesson plans, assessments, and supporting learning materials.
· Experience working with learning management systems (LMS/LXP), e-learning platforms, and digital learning technologies, including content authoring, deployment, learner administration, and reporting.
· Proven track record of successfully delivering digital learning programs and managing the full content lifecycle, from design and development through deployment, maintenance, quality assurance, and continuous enhancement.
· Experience establishing content governance, quality assurance processes, version control, and learning evaluation frameworks.
· Strong understanding of adult learning principles, instructional design methodologies, learner engagement strategies, and assessment best practices.
· Experience working with Subject Matter Experts (SMEs), business stakeholders, and external partners to develop and deliver high-quality learning solutions aligned with business needs.
· Experience managing multiple priorities, projects, and delivery timelines simultaneously, supported by strong planning, organizational, and project management skills.
· Excellent verbal, written, presentation, and stakeholder management skills, with the ability to influence and communicate effectively across all levels of the organization.
· Experience within the real estate sector is preferred, particularly supporting Sales and Leasing, customer-facing, or commercial teams.
