Job Summary

The Manager – Conservation & Load Management role is a dynamic, internally and externally visible role, responsible for leading the Finance, Reporting and Regulatory team within the Delivery of Conservation & Load Management ("CLM") Programs and Products team. The CLM team delivers high quality and cost-effective energy efficiency programs to natural gas and electricity customers in CT and MA, contributing to CT and MA clean energy goals and supporting a more sustainable electric and natural gas utility infrastructure. This position is expected to optimize the delivery of CLM products, programs, and services to exceed goals, and maximize customer, ratepayer and shareholder value by providing necessary finance, reporting and regulatory functions. This role is responsible for ensuring financial results and other stakeholder reporting are delivered accurately and on time, and the team and programs remain in compliance with regulatory obligations. Responsibilities include but are not limited to: management of the day-to-day operation of the Finance, Reporting and Regulatory team which includes coordination of work efforts, accountability for performance targets, oversight of budgeting, finance and accounting deliverables, oversight of regulatory deliverables, and the reporting and presentation of program performance results to internal and external stakeholders.

The Manager – Conservation & Load Mgmt role collaborates with both internal and external stakeholders to support the effective delivery of CLM programs and results. The Manager supervises and provides leadership and guidance to the Finance, Reporting and Regulatory team. Additionally, the Manager coordinates and provides effective identification, communication, prioritization, justification and documentation in the resolution of issues and projects within the Finance, Reporting and Regulatory processes of CLM, incorporating other functions within CLM and other company departments such as Finance, Accounting, Controls, Rates Customer Service, Regulatory, Operations, Legal, and other internal and external Strategic Business Partners. The position is responsible for these functions within CLM for the Operating Companies UI, SCG, CNG and Berkshire Gas at an Avangrid Networks level.

This position reports to the Senior Manager of Delivery of CLM Programs and Products.

Key Responsibilities

·         Manage and provide guidance to the Finance, Reporting and Regulatory team within CLM to maximize CLM delivery effectiveness for the benefit of customers, ratepayers and shareholders.

·         Provide management and oversight of financial and accounting functions including but not limited to budgeting, forecasting, Performance Management Incentives, and accruals processes in coordination with both internal departments and external stakeholders.

·         Provide management and oversight of financial and program performance reporting, including the compilation and delivery of performance reports and results to leadership and other internal and external stakeholders.

• Provide management and oversight of various regulatory obligations as they impact CT and MA CLM Programs, including but not limited to identifying subject matter experts to draft content for filings, coordinating with the UIL Program/Projects Compliance Manager and other internal and external stakeholders, reviewing filings for accuracy, compliance, on-time delivery and completeness, tracking, and overall administration.
• Ensure compliance with all regulatory driven rules and regulations and prepare all necessary documentation, providing regular updates to key stakeholders.

·         Provide supervision, coaching, and performance feedback to team members. Handle routine personnel issues.

·         Establish, maintain, and leverage high level relationships with outside parties who influence CLM programs and services to meet program, governance and compliance obligations and changing customer and market expectations. (This may include but is not limited to Eversource, CT EEB, MA EEAC, CT DEEP, CT PURA, MA DOER, Legislature, NEEP, etc.)

·         Support and advocate on behalf of the Company through testimony and discovery processes.

• Leverage strong knowledge of system capabilities to drive effective business processes
• Collaborate with multiple business areas including corporate Finance, Accounting, Controls, Rates, Regulatory, Legal, Customer Service, and other key business areas.
• Provide expertise and immediacy of decision making
• Effectively communicate with management/executives as well as at the front-line level to drive decisions with compliance front of mind.

·         Ensure that all activities and processes are in compliance with Sarbanes Oxley, Avangrid's business code of conduct, Rules of Employment and all other pertinent company policies.

Required Qualifications

·         Bachelor’s Degree in Business, Finance, Accounting, Engineering, Economics or a related field of study and a minimum of eight (8) years relevant experience. An equivalent combination of education and experience may be considered. 

·         Strong Business and Financial acumen

·         Proficient in in Microsoft Excel, Word, and Power Point applications

·         Leadership skills, analytical thought processes and the ability to work well with other groups across the Company

• Excellent verbal and written communications skills
• Excellent problem solving and analytical skills, with an ability to work with all levels of the organization
• Proven ability to manage multiple deliverables on time

Preferred Qualifications

·         Experience with Gas and Electric utility finance, rates and/or regulatory processes

·         Prior knowledge of customer facing electric and natural gas energy efficiency programs

·         Experience directing or managing a group of employees

·         Ability to work effectively in an environment where consensus between diverse work streams is often required before projects can proceed

·         Ability to navigate and succeed in a highly matrixed reporting structure

·         Ability to partner and interact with Regulators, external governance stakeholders, and other policy makers 

·         Ability to balance the administration of budgets, staffing needs, and performance management goals and objectives

·         Professional or Certified Demand Side Management Professional, Certified Energy Manager or Certified Measurement and Verification
