We are seeking a Lead, Quality Assurance & Risk Oversight to join the AML Compliance Team. This pivotal role involves collaborating with internal stakeholders to guarantee the efficient and smooth execution of all end-to-end Anti-Money Laundering (AML) processes.

The ideal candidate will possess a deep understanding of local laws and regulatory requirements. We are looking for someone who is eager to leverage technology for continuous improvement and is passionate about driving process enhancements to ensure the Bank's AML Compliance safety and stability. 

The day-to-day activities:

Quality Assurance and Risk Oversight Responsibilities

• End-to-End AML Quality Assurance: Design and execute a robust QA framework to guarantee comprehensive control integrity across Name Screening, Know Your Customer (KYC) onboarding, Transaction Monitoring (TM), and Suspicious Transaction Report (STR) filings.

• Control Oversight & Comprehensive Testing: Maintain rigorous oversight over AML, CFT, and Sanctions control execution through in-depth assessment, follow-up, and thorough documentation of ML/TF risk indicators. Conduct QA testing covering both internal operations and outsourced functions to confirm controls operate as intended.

• Proactive Risk Mitigation & Defect Identification: Establish a structured quality assurance oversight plan to proactively uncover control gaps, propose remediation actions, and demonstrate the strategic value of preventive risk management.

• CDD Consistency & Capacity Building: Step up regular QA testing in response to independent review findings, ensuring AML/CFT/Sanctions execution aligns strictly with internal policies, reinforced by targeted staff training initiatives.

• Team Leadership & Case Support: Guide and support the AML team by offering independent oversight across customer onboarding and investigative operations. Deliver expert assistance on complex cases to uphold high-quality team deliverables, resolve bandwidth bottlenecks, and sustain strong AML audit ratings.

• Process Enhancement & Recurrence Prevention: Drive continuous operational improvements within AML Compliance by identifying required corrective measures and ensuring seamless implementation to optimise efficiency and eliminate repeat audit findings.

• Issue Monitoring & Escalation: Continuously monitor and swiftly escalate emerging concerns, including alert anomalies, evolving risk typologies, and efficacy issues within Transaction Monitoring (TM) systems.

• Inter-Entity Policy Alignment: Partner closely with the AML Compliance Team to facilitate effective, seamless alignment of policy standards across entities.

• Audit Ownership & Management: Act as the primary Person-in-Charge (PIC) managing all internal audit engagements and requirements related to AML Compliance.

• Post-Integration Audit Leadership: Spearhead post-integration audit assessments across GXS Capital and GXB Bank, ensuring a successful "pass" outcome.

Requirements:

• Bachelor’s Degree or equivalent in any discipline. 
• Minimum of 10 - 12 years' experience in AML/CFT Compliance roles in a Regulated Financial Institution
• Familiar with MAS 626 and regulatory developments. Familiarity with digital payments industry is a plus
• Excellent communicator, able to bring across a clear message and rationale to stakeholders in a professional manner. Explain facts, practices, and policies to parties where there may be skepticism or reluctance to agree.
• Familiar with transaction monitoring systems, different risk scenarios and performing UAT.

• Well rounded expertise in AML functions such as review of customer profiles for onboarding and periodic review, Name & Payment Screening and transaction monitoring. Experience in Fraud Investigation will also be a bonus.
• Willingness to embrace technology and look for opportunities to condense work using automation tools.
