CIMMYT is looking for an outstanding, self-motivated, and result-oriented professional for the position of HR Manager to lead and manage the full spectrum of human resources, ensuring high-quality HR services for CIMMYT Bangladesh. This role acts as a strategic partner ensuring compliance with Bangladesh labor laws, HR policies, and organizational standards. The HR Manager will also support talent management, workforce planning, employee relations, and culture-building initiatives across CIMMYT Bangladesh.

 The position will be based in Dhaka, Bangladesh.

Specific duties:

• Act as an HR partner to Country Management and Program Leaders, providing guidance on staffing needs, workforce planning, staff development and HR policies.
• Manage recruitment and selection processes for Locally Recruited Staff (LRS), including job descriptions, approvals, advertising, shortlisting, interviews, reference checks, offers and onboarding.
• Identify training and development needs in collaboration with Program Leaders and Headquarters, contributing to the annual training plan and coordinating training activities.
• Support the implementation of CIMMYT's performance management processes, including performance reviews, salary reviews, promotions and Performance Improvement Plans.
• Provide professional HR advice to managers on employee relations, staffing and staff development, ensuring alignment with CIMMYT's policies and procedures.
• Ensure compliance with applicable Bangladesh labor legislation, HR policies and procedures, including POSH (Prevention of Sexual Harassment) requirements.
• Support the Compliance team in addressing staff grievances and related employee matters.
• Oversee HR administration for Locally Recruited Staff throughout the employee lifecycle, including benefits, payroll coordination, leave and attendance, personnel records and staff data.
• Support the administration of Internationally Recruited Staff (IRS) posted in Bangladesh, in coordination with the IRS HR Management team at Headquarters.
• Oversee administrative processes for consultants, interns and casual labor, as applicable.
• Supervise HR Analyst(s) and ensure effective delivery of HR services.
• Perform other duties and responsibilities as assigned by the supervisor.

Requirements

• Master's degree in Human Resources, Business Administration or a related field.
• 10–12 years of relevant HR experience, with a strong focus on HR business partnering, recruitment, training and development.
• Proven experience advising management on staffing, people management and staff development.
• Strong knowledge of Bangladesh labor laws, HR best practices and POSH legislation.
• Hands-on experience in recruitment, learning and development, performance management and employee relations.
• Experience working in multi-location or international organizations preferred.
• Strong organizational, problem-solving, communication and stakeholder management skills.
• Flexibility to travel to various sites, as required.

• Strong team management capabilities.
• Fluency in English (written and spoken) and Bengali.
• High level of integrity, ethical standards, and attention to detail. 

Benefits

The position is for an initial fixed-term contract of 12 months, after which further employment is subject to performance and the continued availability of funds. CIMMYT offers an attractive remuneration package, with a range of benefits including health insurance.
