Job Description:
HSE Engineer
Abu Dhabi, UAE
Parsons is looking for an amazingly talented HSE Engineer to join our team in Abu Dhabi. In this role you will oversee the execution and implementation of the HSE supervision plan. The role carries HSE accountability for the supervision assignment, including works near live network assets, within public road corridors, and in third-party controlled areas.
What You’ll Be Doing:
- Review and approve contractor HSE plans, files, training/induction packages, and recommend improvements.
- Maintain familiarity with contractual HSE requirements and performance expectations during execution.
- Support defining HSE performance expectations (hazards/risks/controls, competency, organization and staffing).
- Develop, implement, and monitor contractor HSE KPIs in coordination with stakeholders.
- Conduct worksite checks, safety observations, audits, and inspections; assign and track corrective actions.
- Oversee compliance with approved HSE plans, PTW systems, control of work, and safe work practices.
- Review and verify HSE requirements in deliverables and documentation (RAMS, commissioning procedures, method statements).
- Coordinate HSE meetings and performance reviews; act as focal point between project parties for HSE matters.
- Review incident investigations, manage close-out of remedial actions, and support risk and lessons learned registers.
- Participate in kick-off, pre-mobilization, and progress meetings as required.
What Required Skills You’ll Bring:
- Bachelor’s degree (or equivalent) in HSE, technical/engineering discipline, or related field.
- NEBOSH General Certificate (Level 3) (minimum) or equivalent (subject to acceptance).
- Minimum 10 years experience as an HSE Engineer in a construction environment with strong construction safety knowledge.
- Strong knowledge of HSE management systems, PTW, risk assessments, audits, emergency response, and high-risk activities (confined space, excavation, lifting, working at height).
- Familiarity with relevant international standards and OSHAD Codes of Practice.
- Strong leadership, delegation, decision-making, and report writing skills; fluent English.
What Desired Skills You’ll Bring:
- TAQA Distribution (ADDC/AADC) or similar water distribution utilities experience will be an advantage.
- Working knowledge of OSHAD-SF and Abu Dhabi reporting procedures; familiarity with TAQA essential rules/PTW procedures.
- ISO 45001 / ISO 14001 / IMS lead auditor training; NEBOSH Diploma or NVQ Level 6/7 (advantage).
- Risk Management Training ISO 31000 training/certification.
- Emergency response training (first aid/firefighting) and experience covering multiple concurrent worksites/regions.
- Valid UAE driving license.
