ROLE PURPOSE
The position is a Singapore based role responsible for managing the compliance function within CMC Markets Invest Singapore stockbroking business, to ensure adherence to financial services, anti-money laundering, corporate affairs laws and other relevant regulatory requirements, with accountability for the identification and management of related compliance issues. Also, under the Monetary Authority of Singapore (“MAS”) Guidelines on Individual Accountability and Conduct Regime (“IAC”), you are identified as a Senior Manager subject to the Guidelines on Fit and Proper Criteria for which you will have to ensure that you are at all times fit and proper.
- Ensure ongoing compliance with license obligations in Singapore, as well as dealing with MAS and other regulatory bodies as required in respect of client investigations and/or complaints;
- Maintain a compliance framework that adheres to all external regulatory legislation for stockbroking activities undertaken by the CMC Invest Singapore business;
- Ensure sufficient resources to effectively implement the compliance framework;
- Provide ongoing advice, training and instructional activities to the relevant business units with regards to regulatory obligations to ensure a high level of understanding;
- Promote compliance within the business and the benefits of effective compliance management, whilst providing encouragement and support to other functional Department Heads to embrace and carry out their responsibilities under the compliance framework;
- Maintain the Compliance Monitoring Program (“Program”) for the stockbroking business in Singapore, whilst ensuring periodical monitoring and review of operations is conducted in accordance with the Program. Prepare and submit internal and external reports and make recommendations concerning any identified compliance related incident and/or breach;
- Ensure compliance risk measurement and monitoring is incorporated into day-to-day operations;
- Assist in the co-ordination of internal and external audits relating to compliance, including the ongoing implementation of respective recommendations made;
- Continuously monitor the regulatory legislation that affects CMC Invest Singapore and identify any implications for the business. Devise and update internal policies and procedures to reflect any changes;
- Provide compliance support and advice in the implementation of new projects and initiatives in the business as relevant to CMC Invest Singapore;
- Maintain personal/professional development to meet the changing demands of the role, constantly updating knowledge of market developments and changes to regulatory requirements;
- Represent CMC Invest Singapore in a highly professional manner in any internal and external meetings;
- As a Senior Manager under the MAS IAC regime you must (a) promptly notify the Company if you become aware of anything which might adversely affect the Company’s assessment of your Fitness and Propriety; (b) comply with all relevant regulatory requirements, including any Guidelines on Fit and Proper Criteria that apply to you from time to time; (c) take such steps as the Company may reasonably require to ensure an effective handover of your role and responsibilities to a successor; and (d) meet all requirements set out in any Job Description which may be provided to you from time to time.
EXPERIENCE AND SKILLS
- Minimum five years’ experience in a Senior Compliance role in Singapore;
- Tertiary educated in Economics, Law, Business, Accounting or another suitable qualification;
- Previous experience managing relationships with MAS;
- Understanding of Singapore regulation as it pertains to CMC Invest Singapore;
- Thorough understanding of good compliance practice;
