                                                            POSITION DESCRIPTION

                                                  COUNTY OF HAMILTON, INDIANA

POSITION: Field Appraiser

DEPARTMENT: Hamilton County Assessor

WORK SCHEDULE: 8:00 a.m. - 4:30 p.m., M-F

STATUS:  Full-time

FLSA STATUS:  Non-exempt

HOURLY RATE: $29.8408 per hour

Incumbent serves as Field Appraiser for the Hamilton County Assessor, responsible for collecting data for determining assessed values, maintaining related records, and assisting the public.

DUTIES:

Conducts field research in collecting new construction data for determining assessed values, including driving to/from various sites, interviewing builders or property occupants, verifying existing data, and measuring, recording, rating, sketching, and photographing improvements.

Conducts research in collecting Reassessment data for determining assessed values, including reviewing aerial photography to verify existing data or identify inconsistent data, driving to/from various sites, interviewing property occupants, and measuring, recording, rating, sketching, and photographing improvements as necessary.

Responds to inquiries from new construction coordinator and data entry staff regarding field research notes and proofreads data on computer to ensure accuracy.

Assists with petitions for corrections of errors and Property Tax Assessment Board of Appeals (PTABOA) process, including verifying data at property sites, preparing color photos, filing documents, assisting property owners in filing appeals, and maintaining log of appeals as needed.

Periodically lot sizes parcels in new subdivisions, and periodically processes land splits and combinations, including receiving/reviewing documents, entering on computer, printing property record cards and related reports, and researching/resolving problems/discrepancies.

Conducts data entry of field data collection into CAMA software system for valuation purposes as assigned.

Answers telephone and greets office visitors providing assistance and information, explaining assessed valuations, locating/researching various records, and providing copies.

Assists Real Property Assessment Director and/or Area Manager with assessment procedures as requested.

Periodically assists other department personnel as needed, such as entering data on computer, correcting errors on property record cards, and maintains new construction image logs.

Occasionally train and coordinate field activities of appraisal trainees as assigned

Attends training sessions as required or as needed.

Performs related duties as assigned.

I.  JOB REQUIREMENTS AND DIFFICULTY OF WORK:

High school diploma or HSE.

Possession of or ability to obtain Indiana Level I and II Appraiser certification within specified time period, willingness to obtain Indiana Level III Appraiser certification.

Provides own vehicle daily for transportation to various locations required, including visits to construction sites. No vehicle allowance is provided other than on a per mile basis.

Working knowledge of standard office policies and procedures with computer skills, including word processing, spreadsheet, presentation, email, internet, and Department-specific software systems, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.

Working knowledge of standard filing systems and ability to create and maintain accurate and organized files and records.

Working knowledge of standard English grammar, spelling, and punctuation, and ability to prepare correspondence and detailed reports as required.

Ability to read, comprehend, and apply Indiana real property assessment guidelines, accurately measure and draw land and building dimensions, and perform required arithmetic calculations in determining accurate assessed property values.

Ability to prepare, process and maintain real estate records, including property record cards, computer files, maps and plats.

Ability to type with speed and accuracy and properly operate standard office equipment, such as calculator, copier, computer, printer, fax machine, and telephone.

Ability to effectively communicate orally and in writing with co-workers, other County departments, Department of Local Government Finance, PTABOA, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to work alone with minimum supervision and with others in a team environment, work on several tasks at the same time, and work rapidly for long periods, often under time pressure. 

Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form, and appropriately respond to constructive criticism.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.

Shall comply with all employer and Department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide public access to or maintain confidentiality of department information/records according to state requirements.

Ability to occasionally work extended hours and occasionally travel out of town for training/ conferences sometimes overnight.

Possession of a valid driver's license and demonstrated safe driving record.

II.  RESPONSIBILITY:

Incumbent performs standard, recurring duties according to department policies and procedures and state guidelines, exercising judgment in determining grade and condition of buildings. Incumbent receives general supervision, with priorities primarily determined by service needs of the public and seasonal deadlines. Errors in incumbent's work are usually prevented through procedural safeguards and are detected through notification from other departments, agencies or the public. Undetected errors may result in loss of time for correction, additional work for other agencies, and/or inconvenience to the public.

III.  PERSONAL WORK RELATIONSHIPS:

Incumbent maintains communication with co-workers, other County departments, Department of Local Government Finance, PTABOA, and the public for purposes of exchanging information, interpreting/explaining assessed values, and periodically training temporary personnel.

Incumbent reports directly to the Hamilton County Assessor and/or their assigned Real Property Assessment Manager.

IV.  PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in a standard office environment involving sitting/walking at will, close vision, sitting/standing/walking for long periods, keyboarding, driving, lifting/carrying objects weighing less than 25 pounds, hearing sounds/communications, and speaking clearly. Incumbent regularly drives to/from various property sites to perform field appraisals involving occasionally crouching/kneeling, bending, reaching, and walking on uneven terrain, and involving exposure to normal traffic hazards, construction equipment, hot/cold outdoor temperature, and inclement weather.

Incumbent is occasionally required to work extended hours, and occasionally travel out of town for training/conferences sometimes overnight.
