Position Summary
Reporting to the Supervisor, Facility Maintenance or the Manager, Facility Operations, this position provides leadership to the facility maintenance staff in the daily operations of a Town facility. In addition to regular maintenance responsibilities, the Facility Lead Hand is responsible for the enforcement of quality cleaning standards, monitoring the preventative maintenance of equipment and ordering and maintaining material and supply inventory. The Lead Hand will train, mentor, coach and guide staff on equipment operation, continuous improvement, operational efficiencies, and general and preventative maintenance, while ensuring service levels and safety standards are met.

Major Job Responsibilities

Ensures all building equipment is functioning for optimal efficiency

  • Perform preventative and corrective maintenance tasks on various types of building equipment as required

  • Perform painting, minor plumbing, electrical, dry walling and various building related repairs

  • Liaise with a broad range of stakeholders including customers, residents, utility companies, vendors, and other employees. 

  • Validate contractor invoicing for accurate details

  • Monitor and maintain up to date licenses, registrations, equipment safety checks and warranties

  • Monitor facility components inventory and maintenance records and recommends equipment replacement, upgrades, and repair work through annual capital and operating budget processes

  • Maintain and administer purchasing and inventory control systems to ensure that adequate supplies, equipment are available

Coordinate and plan the day to day activities related to facility operations and customer service at an assigned facility/group of facilities

  • Assist in ensuring day to day facility operations are in accordance with applicable regulations and legislation

  • Assist in creating daily work plans based on facility programming requirements

  • Anticipates customers’ needs and proactively addresses potential concerns before they arise

  • Communicate with program, facility and customer service staff to maintain a high level of team efficiency

  • Assist in the safe and efficient operation of facility systems; includes decision making in emergency situations to protect the safety of the public and/or the protection and maintenance of municipal assets

  • Complete weekly facility inspections, identifying areas in need of maintenance or cleaning to maintain service levels, following up as needed and maintaining quality assurance programs

  • Coordinate equipment and material requirements, including ordering, purchasing, and arranging delivery or pickup.

  • Respond and resolve requests for service in a timely and efficient manner

  • Other duties as assigned

Provides day-to-day leadership and staff support to help ensure facility operations are delivered safely, consistently and in alignment with service standards.

  • Provide daily direction and support to staff as needed

  • Provide orientation, onboarding training and coaching to part time facility maintenance staff and monitor daily performance.

  • Assist in the recruitment of part time staff

  • Act as point of contact for staff questions and minor conflict resolution.

  • Provide technical support, including in-house training, to ensure staff understand the procedures associated with the operation, maintenance, minor adjustment requirements and repairs to each facility’s components and systems

  • Ensure policies and procedures are communicated and service level standards are adhered to and maintained.

  • Responsible for scheduling part-time and seasonal staff

  • Conduct weekly safety talks on specific facility topics to promote a culture of safety and address site-specific hazards or concerns and ensure that health and safety procedures are followed at all times.

  • Maintain work records, complete work orders, and provide feedback to the supervisor on facility operations and performance

Education & Experience

Minimum Qualifications

  • Secondary school diploma

  • Minimum Two (2) years working in a municipal facility environment

  • Proven knowledge of facility operations (including facility automation, electrical, plumbing, security), building maintenance, HVAC systems and risk management.

  • Standard CPR and First Aid

  • Certified Pool Operator (CPO)

  • Working knowledge of applicable legislation and regulations, i.e. OHSA

  • Strong communication, interpersonal and customer service skills

  • Effective leadership, problem solving/troubleshooting skills

  • Strong mechanical aptitude to operate and train staff in the safe operation of relevant equipment

  • Proficiency in Office 365

  • A valid Ontario Driver’s License Class “G” with a satisfactory driving record

  • Detail orientated and ability to work independently or as part of a team.

  • Satisfactory Criminal Record Check

Preferred Qualifications

  • Post-secondary diploma in Recreation and Leisure, Facility Management or related field and/or combination of relevant post secondary education and related experience

  • Experience in preventative maintenance management

  • Knowledge of pool operation, refrigeration experience

  • Supervisory experience

  • B” class refrigeration license

  • Demonstrated leadership ability to organize, assist and direct Facilities staff and program with minimal supervision.

  • Demonstrated basic budgeting, purchasing, quotation, receiving and invoicing skills.

  • Excellent verbal, written communication, interpersonal and customer service skills.
