The primary responsibility of the Director of Policy is to support Eisai’s engagement with the Centers for Medicare and Medicaid Services (CMS) to secure appropriate access to Eisai products by Medicare beneficiaries. The Director will work across Eisai’s entire portfolio, including in-line and pipeline treatments in Alzheimer’s Disease, neurology, and oncology. In addition, the Director will serve as an internal expert on Medicare Part D policy, Inflation Reduction Act implementation, drug pricing policy, and pharmaceutical industry-directed legislative and regulatory proposals.  Further, the Director will help shape internal strategy on policy evolution as well as integration of external policy environment into Eisai’s business planning. Finally, they will serve as Eisai’s representative on key trade association and alliance workgroups to gather and share intelligence, incorporate Eisai’s point of view, and help shape the policy landscape on issues of importance to the company.

This function will help shape the policy environment in support of ongoing innovation, patient access, and appropriate reimbursement of company's portfolio.  Monitors progress of reimbursement and health policy issues of interest to the company and provides analysis to company officials. Works closely with the Executive Director, Policy to develop overarching US policy strategy to support business needs and patient access imperative.  Additional responsibilities will require this position to support cross-functional strategies and communications processes with executive leadership, Eisai senior management, government affairs and advocacy teams, and other Eisai functions.

Essential Functions

  • Development and implementation of public policy strategy to address short- and long-term corporate, disease, and brand objectives related to Medicare Part D.

  • Represent Eisai’s patient-focused public policy positions with key external decision makers (policy makers, patient and professional advocacy groups, trade organizations, etc.) where appropriate.

  • Work with BIO and PhRMA on appropriate committees to identify, address and drive issues.

  • Identify, analyze and report on policy and reimbursement initiatives as well as emerging issues that could have a significant impact on Eisai and the biopharmaceutical industry.

  • Work with Eisai business groups to integrate public policy strategies into the Eisai disease, pipeline, and product portfolio.

Requirements

  • 4-year college degree, with a minimum of 8 years of biopharmaceutical experience, in government affairs, legislative or public health policy (e.g., public policy affecting pharmaceuticals), or other related positions.

  • Advanced degree preferred.

  • Strong knowledge and experience with Medicare Part D, government price reporting /drug pricing policy, and CMS regulatory processes.

  • Knowledge of or willingness to master additional policy issues impacting the biopharmaceutical industry (e.g., trade, intellectual property).

  • Demonstrated knowledge and understanding of issues affecting the biopharmaceutical and biotechnology industries, Medicare & Medicaid policy, and general health care policy.

  • Strong understanding of public and private payer initiatives affecting reimbursement of biopharmaceutical and biotechnology products.

  • Demonstrated ability to work both independently as a self-motivator across a matrix organization.

  • Strong interpersonal, communication and networking skills.

  • Amenable to travel requirements, including off hour and weekend responsibilities.

Eisai Salary Transparency Language:

The annual base salary range for the Director, Policy (Hybrid Work Arrangement) is from :$214,700-$281,800

Under current guidelines, this position is eligible to participate in : Eisai Inc. Annual Incentive Plan & Eisai Inc. Long Term Incentive Plan.

Final pay determinations will depend on various factors including but not limited to experience level, education, knowledge, and skills.
