Northrop Grumman Aeronautics Sector is seeking a Contracts Manager 2 to join its team of qualified and diverse individuals supporting the Strike program.  This position will support the Modernization business area.  This leadership position will be based in Melbourne, FL and demands an in person / in office workforce due to program requirements.  It will require periodic travel to business unit locations.

The position will lead the Contracts team supporting the Modernization Business Area, which is a growing portfolio that requires a working-level manager who will have responsibility for programmatic duties as well as oversight of a small team that will grow business opportunities.  The successful candidate will be an onsite direct report to the Modernization Senior Contracts Manager and will work closely on a day-to-day basis with the Program Managers/Directors, Business Managers, Operations Managers, and functional teams.   

As a Manager, the candidate will also be required to provide objective-oriented direction utilizing management guidelines & general policies. They should also maintain a strong level of engagement, while dynamically leading, inspiring, motivating and developing a team of contract professionals.

Responsibilities will include:

Administers, extends, and negotiates standard and nonstandard contracts

• Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
• Executes the flow of critical information between the program managers / program directors and internal stakeholders such as Global Supply Chain and Business Management, and the Law Department
• Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information

• Organizes the management and implementation of common processes, tools, systems, and procedures across the Division
• Ensures efficient and timely responses to all data requests and/or inquiries from our Division, Sector, Corporate or other functions
• Supports the Programs in addressing Special Projects and complex challenges
• Effectively communicates emerging industry developments to the team
• Provides working knowledge of FAR and DFARS
• Organizes/assists with the management and prioritization of multiple organizational requirements
• Provide leadership and guidance to the other members of the Contracts team
• Making decisions in a timely manner, offering guidance and working collaboratively with a multitude of organizations ranging from technical, program, finance, supply chain, legal, and security for seamless contract administration (with a focus on understanding the needs of our Government customers)
• Willingness to work collaboratively as part of a dynamic business unit leadership team
• Dynamic self-starter with strong attention to detail and the ability to function independently
• Building strong customer intimacy and engaging with employees
• Reviewing and responding to RFIs, RFQs, and RFPs, and conducting customer contact activities to provide for proper contract acquisition and fulfillment
• Reviewing process specifications, progress, and other reports; advising management of contractual rights and obligations; compiling and analyzing data; and maintaining historical information
• Must  have the ability to solve complex problems by actively seeking information and new ideas from a variety of sources. It is key that the candidate  have the ability to provide concise and effective communication through presentations, written documentation or email format with different levels of management

Basic Qualifications:

• Bachelors Degree and 7 years of related professional / military experience to include experience in contracts, finance, or proposals OR Masters Degree / JD Degree or 5 years of related professional / military experience to include experience in contracts, finance, or proposals
• Aerospace and defense industry experience
• Experience working with the management of other organizations (program management, subcontracts, pricing, business management, and supply chain management) as well as representatives of Government agencies 
• Experience negotiating and administering various contract types of varying sizes and types of agreements with the defense industry
• Experience working requirements of applicable government regulations (FAR, DFAR)
• Experience in proposal development and negotiation
• Must have an active US Government secret clearance (with a background investigation within the past 6 years or enrolled into Continuous Evaluation)
• Must have the ability to obtain and maintain Special Access Program (SAP) clearance, within a reasonable amount of time as determined by business needs.

 Preferred Qualifications:

• Demonstrated experience in leadership type roles
• Master’s degree
• Strong customer orientation and relationship building abilities
• Strong problem solving and analytical skills; ability to make recommendations and provide guidance to effectively drive projects to completion
• Able to deal effectively with competing priorities and deadlines, and able to handle multiple tasks in a fast paced environment.
• Proven ability to engage top talent, build a top performing contracts team, and dynamically lead, inspire, motivate and engage a team of contracts managers and administrators
• Proficiency analyzing large datasets for trends and opportunities (e.g., Excel's PivotTable, VLOOKUP formula, etc.)
• Experience in leading and implementing change management, or equivalent contract initiatives

 

Primary Level Salary Range: $115,000.00 - $172,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
