Overview

IQVIA provides scientific solutions spanning clinical trials, real-world evidence, and consulting across the drug product lifecycle. The Instrument Licensing Solutions and Patient & Site Strategy team manages a broad COA portfolio and is expanding the use of COAs beyond traditional clinical trials and RWE into routine care, registries, health systems, quality measurement, and Population Health settings.

This role is designed to lead the cross-portfolio operational implementation of Population Health initiatives. The role holder translates a strategy co-developed by Sales and COA Management into scalable implementation models, readiness frameworks, governance processes, and execution plans across therapeutic areas.

Role & responsibilities

1. Implementation roadmap, governance and operating model

  • Translate the Population Health strategy co-developed by Sales and COA Management into an actionable implementation roadmap, including workstreams, milestones, dependencies, risks, decision points, and leadership updates.
  • Own the Population Health implementation operating model across the COA portfolio, ensuring clear roles, decision rights, escalation paths, and hand-offs between Sales, COA Management, TA COA Managers, technology, standards, and delivery teams.
  • Develop and maintain implementation governance tools, including RACI, issue/risk logs, status dashboards, readiness criteria, implementation playbooks, and cross-functional working group structures.
  • Ensure implementation workstreams are aligned with scientific goals, operational feasibility, portfolio priorities, stakeholder needs, regulatory expectations, and long-term scalability.

2. Cross-functional implementation leadership

  • Coordinate implementation across therapeutic areas and COA Managers, ensuring that instrument owners provide asset-level content while this role owns the cross-portfolio implementation framework.
  • Partner with health data standards, LOINC, FHIR, HL7, EHR integration, scoring, data platforms, privacy/data governance, eCOA implementation, healthcare technology, quality measurement, RWE/HEOR, and delivery teams.
  • Identify and manage implementation risks and dependencies, including technology readiness, EHR workflow barriers, data exchange requirements, privacy/data-sharing considerations, scoring and interpretation needs, and operational burden for providers or patients.
  • Facilitate cross-functional working sessions and ensure clear ownership, decision logs, action tracking, dependencies, and escalation routes.

3. Portfolio and therapeutic-area readiness

  • Define and maintain a cross-portfolio Population Health readiness framework, including criteria for COA selection, metadata readiness, scoring and interpretation requirements, translation/version readiness, coding readiness, benchmarking needs, and evidence requirements.
  • Coordinate with TA COA Managers, starting with the Cardiovascular COA Manager, to assess instrument-specific implementation readiness and identify gaps that must be closed before deployment in routine care, registries, health-system pilots, or early-adopter programs.
  • Support scalability by creating reusable templates and implementation models that can be applied beyond cardiovascular to future therapeutic areas such as respiratory, CNS, oncology, rare disease, pediatrics, and other priority areas.
  • Ensure implementation plans protect scientific quality, copyright and licensing integrity, scoring validity, and operational feasibility.

4. Health-system, routine-care and registry enablement

  • Define how COAs can be operationalized in routine care, health systems, registries, quality measurement, value-based care, and Population Health programs.
  • Develop implementation models for provider-facing interpretation, patient-facing outputs, benchmarking, outcomes reporting, care pathway monitoring, risk stratification, and population-level analytics.
  • Lead the portfolio-level approach to LOINC/FHIR/EHR readiness while relying on COA Managers for instrument-level content, versions, samples, licensing assumptions, scoring logic, and scientific validation input.
  • Support early-adopter programs, academic collaborations, registry pilots, and health-system enablement by defining the implementation model, coordinating internal execution, and tracking readiness and adoption metrics.

5. Evidence, adoption and continuous improvement framework

  • Translate implementation learnings into refinements of the Population Health operating model, readiness framework, and future roadmap.
  • Coordinate with portfolio and scientific teams to align publications, validation work, registry evidence, and real-world implementation outputs with Population Health priorities.
  • Define implementation evidence needs that support clinical credibility, healthcare adoption, benchmarking, quality measurement, and future scalability.
  • Maintain feedback loops with the Population Health Strategist and Sales teams so that market signals and customer learnings inform implementation priorities, and implementation feasibility informs market strategy.

6. Interface with Population Health Strategist, Sales and Business Development

  • Partner closely with the Population Health Strategist to translate market, customer, and regional priorities into implementation requirements, readiness plans, and operational roadmaps.
  • Provide scientific, operational, readiness, and implementation input to sales enablement materials, proposals, and customer discussions when Population Health implementation expertise is required.
  • Advise on implementation feasibility, resource needs, dependencies, risks, and sequencing for business cases and strategic investment decisions.
  • Remain clearly separate from sales targets, customer acquisition, BD pipeline ownership, commercial negotiation, and commercial close responsibilities, which remain with Sales / Business Development.
  • Ensure the strategy remains co-developed between Sales and COA Management by bringing implementation feasibility, scientific quality, portfolio readiness, and operational scalability into strategic discussions.

Qualifications:

  • Bachelor’s degree in public health, health economics, outcomes research, health informatics, life sciences, healthcare administration, business/product management, or related field; advanced degree preferred.
  • 7+ years of experience in Population Health, HEOR, RWE, healthcare implementation, health-system consulting, registry strategy, outcomes research, digital health, quality measurement, market access, or related roles.
  • Demonstrated experience leading cross-functional initiatives with multiple stakeholders, ambiguous scope, implementation dependencies, and evolving operating models.
  • Prior COA/PRO experience is strongly preferred but can be developed if the candidate has strong Population Health implementation and healthcare-system expertise.
  • Ability to translate complex scientific, technical, operational, legal, quality-measurement, reimbursement, and commercial requirements into scalable workflows, governance tools, readiness frameworks, service catalogues, and implementation materials.
  • Excellent communication, facilitation, executive-ready writing, and stakeholder-influence skills, including the ability to communicate with both technical and non-technical audiences.
  • Strong project/program management discipline, including roadmap development, milestone tracking, dependency management, risk/issue management, action tracking, and governance reporting.
  • English fluency, spoken and written, is required.
