Job Description:

The Climate Change Specialist will lead the design, coordination, and monitoring of climate adaptation and mitigation activities to strengthen resilience and reduce vulnerability among project communities.

Based in Mt Hagen Area Program Office, the Climate Change Specialist will conduct climate and disaster ‑risk assessments, will develop context specific adaptation strategies, and deliver training on ‑specific adaptation strategies, and deliver training on climate agriculture, natural resource management, and smart agriculture, natural resource management, and disaster‑smart agriculture, natural resource management, and disaster‑risk reduction. The Specialist will ensure climate actions are gender responsive‑responsive and inclusive, build community awareness, support integration of climate resilience across all project components, and advise the team on emerging climate risks, opportunities, and compliance with donor requirements. 

MAJOR RESPONSIBILITES

  • Develop appropriate climate adaptation and mitigation strategies aligned with project objectives and community needs. 
  • Provide technical inputs to workplans, M&E frameworks, and community implementation‑level implementation plans. 
  • Design, implement, and monitor climate smart agriculture, natural resource management, and ecosystem smart agriculture and ecosystem‑based adaptation activities. 
  • Support integration of sustainable land use, soil conservation, water management, and environmentally sound practices across livelihood interventions. 
  • Advise selection and use of climate resilient crops, technologies, and green skills for agriculture
  •  Develop and deliver awareness raising programmes for staff, community members, partners, and local authorities. 
  • Strengthen local capacity to interpret climate information, prepare climate shocks, and apply adaptation techniques. 
  • Provide technical coaching to women’s groups, cooperatives, and community organizations as needed. 
  • Lead community awareness activities on climate change, environmental stewardship, and sustainable practices. 
  • Facilitate local dialogue on climate risks, adaptation options, and community driven‑driven solutions. 
  • Support long term‑term behaviour changes through culturally appropriate communication methods and tools. 
  • Prepare high-quality technical narrative and financial reports for donors and internal management.
  • Document lessons learned, success stories, and best practices.
  • Communicate project progress, challenges, and results effectively to diverse audiences.
  • Maintain strong, regular communication and collaboration with ADB, relevant national, provincial authorities, CSO partners (including GBV implementing partners), community leaders, and other relevant actors. 
  • Oversee project finances, budgeting, and procurement processes to ensure full compliance with ADB guidelines. 
  • Ensure proper systems for resource management, due diligence, and audit readiness
  • Lead and support Christian activities that enrich and develop mutual growth in Christ
  • Perform any other tasks assigned by the Program Operations Director.
  • Convey World Vision identity and core values in life, word, and deed in the workplace and outside of the workplace.
  • Participate in World Vision PNG core staff activities, such as regular staff Christian reflection activities and regular programmatic Learning & Reflection days.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • Required Education, training, license, registration and certification.
  • Bachelor’s degree in agriculture, Natural Resource Management, Project Management, Development Studies, Social Sciences, or a related field.
  • At least more than 5 years of professional experience in project management; climate change, agriculture and livelihood, natural resource management, including experience leading a team or office of similar size and scope of accountability required.
  • Technical or programming experience in livelihood, agriculture, climate, GEDSI, disaster risk management, HEA, protection preferred.
  • Demonstrated ability to lead teams and deliver consistent quality programming and reporting in complex organisational and operational environments required.
  • Proactive working style and proven ability to identify and mitigate risks, problem solve, and effectively manage conflict required.
  • Strong planning, organisational, and project management skills required.
  • Strong interpersonal skills required. Experience managing cross-cultural teams preferred.
  • Proficiency in Microsoft Office and email required
  • Minimum of at least more than 5 years’ experience in all areas of project management and staff development;
  • Direct experience in managing staff, donors and stakeholders especially in the education sector
  • At least more than 5 years’ work experience in managing projects in the field offices
  • Direct experience of working with multicultural teams
  • Proven ability to develop people in a cross-cultural setting
  • Fluency in English and Tok Pisin required.
  • Willingness to travel to very remote communities required.
