ROLE SUMMARY:

 

CDSClear is LCH’s credit derivatives clearing service, clearing Credit Default Swaps across European, APAC and US indices and single names for clearing members and clients, with options clearing also forming part of the service offering. 

The Business Programme Manager is a senior delivery role within the CDSClear CDS Transformation function and acting as a bridge between strategy and delivery, reporting to the Head of Transformation. The role leads a portfolio of complex projects covering commercial, regulatory, resilience and strategic infrastructure priorities and is accountable for coordinating delivery across business and technology stakeholders. 

The role works closely with the Lead Change Analyst. The Programme Manager owns integrated delivery, governance, planning, dependencies, resources, budget and implementation, while the Lead Change Analyst leads detailed business analysis, requirements, process impacts and associated change artefacts. The Programme Manager will often run the projects on which the Lead Change Analyst is deployed, without subsuming the Lead Change Analyst’s professional accountability for analysis quality and completeness. 

WHAT YOU'LL BE DOING: 

  • Lead delivery of CDSClear’s most complex strategic, regulatory, resilience and commercial transformation initiatives, ensuring alignment with business objectives, regulatory commitments and target operating outcomes. 

  • Own assigned programmes and projects from inception through delivery, in accordance with approved Group change policies and governance processes. 

  • Develop programme and project briefs, initiation documents, business cases, integrated delivery plans and implementation roadmaps. 

  • Establish proportionate programme and project management frameworks, governance forums, controls, reporting and decision-making routes. 

  • Coordinate delivery across interconnected workstreams spanning Risk, Operations, Product, Technology, Client Services, Legal, Compliance, Finance and Shared Services. 

  • Determine the critical path and actively manage milestones, dependencies, priorities and implementation sequencing to drive delivery on time, within budget and within agreed scope. 

  • Act as the primary delivery lead for significant transformation initiatives, providing transparent status, decision support and recommendations to senior management, governance forums and steering committees. 

  • Lead implementation of regulatory and supervisory commitments, coordinating business, operational and technology activities against agreed milestones and evidence requirements. 

  • Identify, assess and actively manage delivery risks, issues, assumptions, dependencies and decisions, escalating promptly where programme outcomes may be affected. 

  • Secure the resources and expertise required from the wider organisation and communicate the CDSClear roadmap to support collaboration, prioritisation and timely decision-making. 

  • Work closely with the Lead Change Analyst to integrate requirements, process analysis, impact assessment, testing and business change activities into the overall programme plan. 

  • Provide the Lead Change Analyst with clear project objectives, delivery priorities, milestones and dependencies, while maintaining separation between programme delivery accountability and detailed analysis ownership. 

  • Ensure operational readiness, process and control changes, training, testing, implementation and transition activities are coordinated to support sustainable adoption. 

  • Maintain an integrated view of the CDSClear change portfolio with the Head of Transformation, highlighting delivery risk, resource constraints, cross-programme dependencies and strategic decision points. 

  • Chair steering committees, working groups and delivery forums as required, ensuring actions, decisions and accountabilities are recorded and followed through. 

  • Estimate, plan, track and analyse budgets, actual expenditure and forecasts, and support robust financial governance throughout the delivery lifecycle. 

  • Build a shared understanding among stakeholders of programme objectives, timelines, deliverables, responsibilities and required actions. 

WHAT YOU'LL BRING: 

Experience and capabilities 

  • Substantial experience leading complex, cross-functional programmes in financial services, financial market infrastructure, clearing, post-trade or another highly regulated environment. 

  • Delivery of programmes involving significant technology change and front-to-back process impacts across Trading, Risk, Operations and client or member-facing functions. 

  • Strong programme governance capability, including planning, critical-path management, dependency management, risk and issue control, financial oversight and executive reporting. 

  • Ability to lead regulatory and strategic change, translating commitments and business priorities into executable plans and coordinated delivery outcomes. 

  • Knowledge of OTC derivatives, trade lifecycle, clearing and risk sufficient to understand and challenge programme deliverables affecting the CDSClear service. 

  • Experience working with business analysts and change analysts, with a clear understanding of the distinction and interdependency between programme delivery, requirements, functional analysis, testing and business readiness. 

  • Strong understanding of technology delivery methodologies and the software development lifecycle, including business acceptance testing and sign-off. 

  • Credibility to engage senior colleagues, chair governance forums, present delivery choices and trade-offs, and drive timely decisions across organisational boundaries. 

  • Excellent written and verbal communication skills in English, including the preparation of high-quality programme documentation, business cases, plans and senior management reporting. 

  • A rigorous, curious and hands-on approach, with sound judgement, resilience and a strong focus on outcomes, collaboration and accountability. 

Desirable experience and capabilities 

  • Detailed knowledge of the credit derivatives trade lifecycle, including clearing and post-trade events. 

  • Experience delivering external product launches with dependencies on clearing members, clients or other external partners.

  • Knowledge of regulations affecting credit derivatives trading and clearing. 

  • PRINCE2, PMP or an equivalent programme or project management qualification. 

  • Business-level French, spoken and written. 

  • Awareness of cloud infrastructure and technology modernisation topics.
