[What the role is]
PRCD is at the forefront of policy and regulatory thinking, where policies and frameworks facilitate the deployment of digital infrastructure, encourage innovation, and support the growth of Singapore’s digital economy. PRCD also builds an inclusive society and addresses emerging threats and challenges in the digital domain.The candidate will be required to assess and analyse IMDA’s regulated markets (telecommunication, digital infrastructure and post) in relation to licensing and related policy matters. This will be in support of IMDA’s vision to empower the info-communications sector that drives the economy, bonds communities and powers a Smart Nation.
[What you will be working on]
- Develop and review licensing policy and regulatory frameworks for the telecommunications, digital infrastructure and postal sectors, while considering IMDA’s strategic objectives, WOG perspectives and impact on consumers’ interests and industry growth and competitiveness.
- Evaluate licence applications from data centre operators and cloud service providers, taking into consideration IMDA’s broader digital infrastructure strategy, and assessing whether and how the potential data centre or cloud service contributes to WOG’s strategic priorities. This includes working with other IMDA teams and government agencies on different aspects of Singapore’s digital infrastructure, across economic, security, resilience and sustainability domains.
- Implement various licensing policy and regulatory frameworks, while achieving operational efficiency through effective processing of licensing matters. Together with other IMDA teams, ensure that any conditions imposed on licensees are effective in meeting IMDA’s strategic objectives, while being pragmatic and reasonably achievable.
- Handle industry queries on licensing-related matters.
[What we are looking for]
- Background in Economics, Public Policy, Business Administration or Engineering, or other related disciplines.
- At least 2 years of work experience in the telecommunications, postal, data centre and/or cloud computing sectors, or related sectors.
- Strong analytical skills, to integrate diverse sources of information across a wide range of domains, and quickly get to the crux of the issue.
- Ability to integrate both strategic imperatives and implementation considerations.
- Excellent written and verbal communication skills (including presentation skills).
- Resourceful, highly-motivated, proactive self-starter with an analytical and creative mind.
- Result and stakeholder-oriented with multi-tasking capabilities. Independent officer who can work well in a team and be involved in cross-team projects
