[What the role is]
The Assistant Director (Contracts Management – Development Projects) leads a team of Senior Managers to manage the end-to-end contract management of PA development project contracts, from pre-construction design stage through to post-construction final account closure.The role ensures that contracts are administered in accordance with PA policies and internal financial rules, Government Instruction Manuals, and relevant authorities' requirements, protecting PA's contractual and financial interests while supporting the timely delivery of community spaces.
The incumbent works closely with project teams, consultants, and contractors to resolve contractual issues and uphold consistent governance standards across the assigned portfolio.
The Assistant Director is also responsible for building a high-performing team and maintaining robust governance frameworks that uphold PA's standards of integrity and operational excellence.
[What you will be working on]
Lead a team of Senior Managers in the administration of development project contracts from pre-construction design stage engagement, through construction administration (including variation order management, extension of time assessments, loss and expense claims etc), to post-construction final account closure — ensuring contracts are administered in accordance with PA policies, government IMs, and relevant authorities’ requirements.
Monitor contract documentation and records management to ensure all contractual correspondence, approvals, variation orders, and financial records are properly maintained and audit-ready.
Provide contractual advice to Team on contract matters, including dispute resolution and claims management.
Monitor contract performance across the development portfolio, tracking key milestones, financial commitments, and contractor performance to identify risks early and implement appropriate mitigation measures.
Engage stakeholders and contracting parties on contractual matters, ensuring PA's positions are clearly communicated and appropriately documented.
Support cost intelligence efforts by contributing to the construction cost database and analytics, providing data and insights to support benchmarking, planning, and financial submissions to Corporate Finance Division.
Drive process improvement within the section by identifying opportunities to streamline contract administration workflows, strengthen governance controls, and leverage technology to enhance efficiency and audit readiness.
Lead and develop the team by supervising, coaching, and mentoring Senior Managers, identifying training needs, and building team competencies in contracts administration and governance.
[What we are looking for]
Professional Qualification: Relevant professional qualification in building, construction management, quantity surveying, or a related field. Professional certificates such as Singapore Institute of Surveyors & Valuers, Quantity Surveyor’s accreditation is an added advantage.
Experience:
Required -
- Minimum 10 years working experience in the infrastructure/building field.
- Hands on experience managing development project across the full project cycle (i.e. from design to post construction) with minimum project cost of $10 million.
Preferred -
- Prior experience in procurement and/or contracts management in a statutory board or government agency context and familiarity with BCA procurement frameworks (e.g. PQM, QFM), GeBIZ and the Government Instruction Manual.
- Experience with dispute resolution mechanisms such as adjudication or mediation.
- Exposure to collaborative contracting for development and/or facilities management contracts
- Accreditation with the Singapore Institute of Surveyors & Valuers (SISV) or equivalent.
Skills:
Required -
- Good knowledge of construction contract law, standard forms of contract (e.g. PSSCOC), and variation/claims management
- Sound judgment in contract governance and dispute resolution
- Good leadership qualities – ability to lead and drive teams to perform and achieve desired outcomes
- Good interpersonal and communication skills
- Meticulous, self-driven, and committed to governance excellence, innovation, digitalisation and continuous improvement.
Preferred -
- Familiarity with Building Information Modelling (BIM) and digital contract management tools
- Dispute resolution management experience
