JOB CONTEXT:
Handicap International – Humanity & Inclusion (HI) initiated its operations in Sudan in early 2024, in Gedaref State, initially providing technical, financial and operational support to a national NGO, with activities managed remotely due to access constraints. Following HI’s registration with the Sudanese authorities in December 2024, the organisation progressively expanded its operational footprint. In January 2025, HI opened a base in West Darfur (El Geneina) and began direct implementation, including hygiene kit distributions for households with malnourished children, cash-based food assistance, and the strengthening of inclusive humanitarian approaches.  In October 2025, HI opened an office and the launch of direct activities in Al Jazirah State, with a focus on physical rehabilitation (including stimulation therapy for children under five) and Inclusive Humanitarian Action, implemented in consortium with humanitarian partners.  In January 2026, in light of the emergency in North Darfur, HI opened an office in Tawila to deploy Atlas Logistique teams, which are responsible for providing storage and transport services for humanitarian actors. An Emergency Medical team is also working alongside MSF Hospital to provide post-surgical rehabilitation care.

YOUR MISSION:
Reporting to the Country Director, you define and roll out the HR component of the Country’s operational strategy (Stratop). You are the preferred contact for HR operations centres at Headquarters. You ensure that HR activities are consistent with your budgetary framework and with HI’s HR frameworks. You actively analyse changes in context so as to identify the risks and opportunities in your scope of responsibility.

Your main missions are as follows:

·       Management of the HR team at area level

·       HR design of the Stratop and associated action plan monitoring: draft, revise and implement the operational strategy (Stratop) within your area of responsibility area, in line with HI's financial policies

·       Standards roll out and HI's Expertise contribution in your scope of responsibility:

o   Deploy and monitor the quality of all HI's HR policies, processes and tools

o   Assist and supervise your team with the adaptation and contextualisation of HR frameworks

o   Ensure the quality of the auditing, internal control and archiving procedures

·       Operational implementation of HR:

o   Oversee the dimensioning and quality of resources

o   Oversee the Career Management and Skills Development systems

o   Coordinate and guarantee the quality of the administrative management for all members of staff

o   Assist managers with the implementation of HI's HR policies

o   Legal and social aspects: maintain the social environment and ensure the compliance with the legal HR framework

o   Support the Country Manager with the deployment of the HR part of the Code of Conduct and the PSEA, the Fraud and Corruption Policy and other institutional policies

·       Emergency preparedness and response

Your main challenges to come on the period :

·       Expertise: Contribute to national strategies in line with the global strategies

·       Manage the HR department at area level

·       Finalize the HR package at area level

·       Business development: Contribute to the development of major opportunities

CHARACTERISTICS OF THE POSITION:

Tawila is a remote town in North Darfur, Sudan, currently hosting a very large population of internally displaced people affected by the ongoing conflict. Living and working in Tawila means operating in a highly challenging humanitarian and security environment, with limited infrastructure and very basic living conditions. Good level of internet access, and no specific issue regarding the water supply. Food supplies and other essential goods can be difficult to obtain, and access to healthcare is very limited (Medical evacuation service is available by ambulance for Chad). Movement is highly restricted and must follow strict security procedures, with travel outside the immediate operational area subject to security clearance. Working conditions are demanding, with high humanitarian needs and a constantly changing context requiring flexibility and strong resilience. Despite these constraints, Tawila offers expatriate staff the opportunity to work closely with affected communities and national colleagues in a context where humanitarian assistance is critically needed.

Travel to other parts of Darfur is planned, including Nyala, Zalengei and Geinena.

Requirements

·       Relevant training in HR management and development of humanitarian projects/operations, or equivalent, preferably in the field of international solidarity.

·       You have at least 4 years of professional experience in emergency response and at least 3 years in a HR coordination/manager position or similar in emergency or post-emergency assistance.

Skills required:

·       High capacity for analysis and synthesis.

·       Ability to project quickly in an emergency context.

·       Mastery of the management of the project cycle.

·       Ability to handle conflicts.

·       Strong flexibility and adaptation

·       Ability to work remotely including capacity building and remote deployment

·       Excellent communication includes constructive feedback.

·       English required, knowledge of Arabic is an asset.
