Lumentum is seeking a dynamic APAC Trade Compliance Lead to help drive the company’s Global Trade Compliance strategy throughout Asia. This position is within the Lumentum legal team and will report directly to the Director of Aisa Trade.

This role will work operationally from trade compliance perspective, for key Asia sites, including Hong Kong, China, Malaysia. This role will also support operational implementation of Global Trade Compliance program on the above sites. The ideal candidate will possess a strong background in trade laws and requirements, including export control regulations, economic sanctions, and customs laws, along with practical and strategic experience.

Core Responsibilities

Export Control Compliance

  • Export Licensing Management: Identify licensing requirements and assess eligibility for China, HK, Malysia (e.g., STA and catch-all). Prepare, submit, and manage export licenses. Track and enforce compliance with license provisos, conditions, and restrictions, ensuring complete and audit-ready documentation.

  • End-Use, End-User, and Destination Screening: Conduct end-use, end-user, destination, and restricted-party screening. Perform embargo and sanctions checks in the region.

  • Export Control Classification: Determine and document export jurisdiction and classification for HK ITD (Strategical Commodity), China dual-use items, corresponding scheme for Malysia and in certain cases for Japan and Thailand

  • Compliance Program Management, Regulatory Monitoring & Training: Support continuous improvement of the global export compliance program in region. Contribute to internal controls, audits, gap assessments, root-cause analyses, and corrective action plans. Prepare training materials and provide trainings together with Director of Aisa Trade for export compliance.

  • Cross-Functional Collaboration & Advisory Support: Partner with Supply Chain, Engineering, Sales, IT, and other functions to integrate export control compliance requirements into operations. Provide practical compliance guidance together with Director of Aisa Trade to enable efficient global activities while mitigating risk. Support downstream compliance with regional trade team. Deliver day-to-day advisory support across the business.

  • External Engagement & Regulatory Interface: Engage with industry peers, trade associations, and relevant government agencies to stay informed on regulatory developments and emerging best practices. Participate in industry working groups, monitor policy changes, and provide feedback to regulators when appropriate.

  • Alignment with US export control requirement into the region: Work together with Director of Aisa Trade to partner with US Global Trade Counsel and Export Control Operation teammates for US EAR, ITAR, and Sanction compliance implementation in the region, such as support and collaboration in ECCN, jurisdiction, FDP, and re-export.

Import Compliance

  • Risk identification and mitigation: Work together with Director of Aisa Trade to closely supervise key import compliance areas such HS Code classification, Country of Origin, Customs Valuation and import license, to identify and mitigate key compliance risks.

  • Guidance on key import activities: Provide day-to-day guidance to business function stakeholders from import compliance standpoints into daily trade operations.

  • Compliance Program Management and Enhancement, Audits & Training: Support continuous improvement of the global import compliance program. Conduct internal audits, risk assessments, and gap analyses. Develop and implement corrective action plans. Develop and deliver training on import compliance.

  • Import Classification & Regulatory Determination: Determine and document Harmonized Tariff Schedule (HTS) classifications for Malaysia and HK. And maintain accurate classification records and support binding ruling requests as needed.

•            Duty Optimization & Special Trade Programs: Identify and implement duty savings     opportunities, including FTZ utilization, bonded manufacturing, and duty drawbacks. Evaluate cost-saving strategies while ensuring full regulatory compliance.

Qualifications

  • Bachelor or above degree in law, international business, supply chain, or related.

  • 8+ years of export control of HK, China, Malysia and APAC region

  • Fluency in English and Mandarin

  • Solid experience on U.S. export control experience with the EAR, ITAR, and sanctions will be a plus.

  • Solid work experience in prestigious law firms and consulting firms will be a plus.

  • Proven proficiency across all export control and import compliance activities referenced in the Core Responsibilities section.

  • Strong analytical and risk mitigation skills and diligence in complex regulatory scenarios.

  • Effective communicator with the ability to advise and collaborate across cross-functional teams.

  • Able to work independently in a fast-paced, global environment and manage multiple priorities.

  • Experience with Global Trade Management or ERP-based compliance tools.
