Job Objective:

The Process Safety Manager leads Harvest's enterprise process safety function, including the OSHA Process Safety Management (PSM) program and EPA Risk Management Program (RMP), while serving as a trusted partner to Operations, Engineering, EHS, Maintenance, Integrity, and project teams. The role provides leadership for the company's process safety engineering team and is responsible for developing practical, risk-based programs, governance, and tools that strengthen process safety performance while reinforcing operational ownership.
This is a working manager role that combines people leadership with direct technical contribution. The Process Safety Manager develops technical talent, supports complex process safety initiatives, drives continuous improvement through performance data and operational learning, and builds organizational alignment by helping the business apply process safety requirements in a practical, consistent, and collaborative manner.

Essential Job Responsibilities:

  •  Lead the company’s process safety program as a service-oriented support function that helps regional teams manage process safety risk effectively while reinforcing local ownership of safe, reliable operations.
  • Manage and develop a team of process safety engineers, including workload planning, coaching, performance feedback, career development, succession planning, and talent growth.
  • Balance people leadership with hands-on technical contribution by personally supporting priority program work, complex technical issues, and regional team needs where additional expertise or capacity is required.
  • Partner with regional Operations, Engineering, EHS, Maintenance, Integrity, and project leaders to co-develop process safety priorities, workflows, tools, and implementation plans that are practical, scalable, and supported by the organization.
  • Build alignment and buy-in across the company by clarifying process safety roles, accountabilities, decision points, and expectations in a way that supports both governance and operational execution.
  • Establish, maintain, and improve processes and workflows for core process safety programs, including PHA, MOC, PSSR, mechanical integrity interfaces, operating procedure support, incident learning, action item management, and EPA’s Risk Management Program-related requirements.
  • Provide program oversight for the OSHA Process Safety Management program, EPA’s Risk Management Program, and applicable pipeline safety interfaces, ensuring programs are risk-based, consistently applied, and designed to support the needs of the field.
  • Support OSHA Process Safety Management program and EPA Risk Management Program applicability reviews, program maintenance, compliance planning, and coordination with Operations, Engineering, EHS, and regional teams for covered processes and regulated substances.
  • Champion process safety culture through field outreach, leadership engagement, education, communications, lessons learned, and practical tools that help employees understand, own, and apply process safety principles.
  • Identify resource needs across the organization and work collaboratively with functional and regional leaders to secure the people, tools, training, systems, and support needed to sustain effective process safety programs.
  • Use innovation to simplify, standardize, and improve process safety workflows, data visibility, communication methods, and program tools so requirements are easier to understand, adopt, and sustain.
  • Monitor process safety performance, audit findings, incident trends, field feedback, action item status, and recurring issues to identify systemic risks and recommend improvement priorities.
  • Regularly interact with Asset Teams to understand impacts to operations, ensure programs and processes are in alignment, communicate key metrics and demonstrate value. 
  • Sponsor corrective action quality and closure discipline by ensuring learnings are translated into durable program improvements with clear ownership and business support.
  • Support capital projects and facility changes by helping project and regional teams integrate process safety requirements, risk reviews, and governance expectations into project development and execution workflows.
  • Prepare and communicate process safety updates, program health indicators, improvement plans, and risk themes in a way that promotes transparency, shared accountability, and informed decision-making.
  • Model Harvest leadership expectations and values, including integrity, ownership, urgency, alignment, and innovation, by setting clear direction, removing barriers, building trust, and fostering accountability within the team and across stakeholders.

Qualifications:

  •  15+ years of relevant oil and gas experience, with strong midstream, process safety, operations, engineering, or regulatory program experience.
  • Demonstrated experience leading process safety programs, governance systems, audits, EPA’s Risk Management Program activities, and cross-functional improvement initiatives in a collaborative operating environment.
  • Strong working knowledge of the OSHA Process Safety Management program, EPA’s Risk Management Program, PHAs, MOC, PSSR, incident investigation, facility siting, consequence modeling, mechanical integrity interfaces, and related process safety practices.
  • Proven ability to lead, coach, and develop technical professionals while building trust, alignment, and shared ownership across regional operations, engineering, EHS, maintenance, integrity, and leadership teams.
  • Strong communication, facilitation, change management, data analysis, stakeholder engagement, and innovation skills, with the ability to translate technical risk concepts into practical tools, workflows, and field actions.

Education Requirements, Certifications, Licenses, and Registrations:

  • Required: Bachelor’s degree in chemical engineering or related discipline.
  • Professional Engineers license, preferred.
