About this Senior Manager, Property and Land role at Urban Renewal Authority
The Urban Renewal Authority (“URA”) is tasked to undertake, encourage, promote and facilitate urban renewal of Hong Kong in accordance with the provisions of the Urban Renewal Authority Ordinance and the Urban Renewal Strategy published by the Government. The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as preservation, revitalisation and retrofitting, for creating a sustainable and quality living environment for the people of Hong Kong.
Responsibilities:
- Lead full-spectrum property and facility management operations for the Authority’s portfolio and Joint Venture (JV) projects
- Drive strategic asset enhancement initiatives, leveraging architectural insights to optimise property value, marketability, and socio-economic benefits
- Spearhead flexible leasing strategies and foster strong relationships with JV developers, tenants, government authorities, and internal departments to drive stakeholder satisfaction
- Oversee financial performance by formulating annual budgets, driving cost-efficiency and revenue maximisation, and managing the tendering process and contract management for agency and property management contracts
- Negotiate and review building management proposals, deeds of mutual covenant, management budgets, and property management fee proposals to safeguard the Authority’s objectives
- Direct on-site teams, external property managers, and contractors to uphold stringent land grant compliance and audit readiness
- Strong leadership abilities to motivate and develop teams, fostering a culture of excellence and continuous learning
Requirements:
- University degree holder in Property/Facility Management, Building Services, Architecture, Engineering, Surveying, Hospitality or related discipline
- Minimum of 10 year’s relevant experience in facilities management and/or asset enhancement
- Possession of professional membership of the Hong Kong Institution of Engineers, Hong Kong Institute of Architects, Hong Kong Institute of Housing, Hong Kong Institute of Surveyors, or equivalent
- Profound knowledge of Building Management Ordinance, tenancy laws, best practices in facility management and relevant technologies such as BIM-FM, coupled with strong analytical skills to proactively drive asset enhancement and operational improvements
- Demonstrated success in driving innovative asset enhancement initiatives, leveraging architectural, design, and market insights to maximise property value, tenant satisfaction, and socio-economic returns while aligning with placemaking objectives
- Excellent communication, presentation, and interpersonal skills
- Excellent command of verbal and written Chinese and English
- High level of integrity, professionalism, maturity, and accountability in safeguarding the Authority’s interests and reputation
- Resilient self-starter, capable of making sound, strategic decisions aligned with organisational goals
- Strong leadership abilities to motivate and develop teams, fostering a culture of excellence and continuous learning
