About the Role
Market Supervision is the control function responsible for market integrity oversight and for the admission and ongoing supervision of Members and Remote Members of the Binance RIE and RCH, operating under the ADGM Financial Services Regulatory Authority (FSRA) framework, the Market Infrastructure Rules (MIR) and the Exchange and Clearing Rulebooks.
The Senior Analyst, Market Supervision owns the day-to-day operations of the function across both integrity monitoring and member supervision workflows. The role is deliberately generalist in scope: it provides continuous operational coverage across the full supervisory cycle, delivers analytical and procedural assurance work under HoMS delegation, and provides failover cover for the day-to-day running of the function when the HoMS is absent.
The role is analytical and procedural. It does not carry delegated external authority: escalations, regulatory notifications, admission decisions, risk ratings and all regulatory communications require HoMS (or equivalent) review and sign-off. The role expands supervisory capacity without diluting accountability.
Responsibilities
Market Integrity Monitoring
Act as the operational interface with the Market Surveillance function on alert flow, case referrals and data requests.
Perform first-line triage and review of surveillance alerts, documenting rationale for closure, escalation or further enquiry.
Prepare escalation packs for HoMS review, setting out the facts, the relevant rule provisions and the recommended supervisory outcome.
Maintain the investigation case file system, ensuring each matter is evidenced, version-controlled and audit-ready.
Track open integrity matters through to closure, chasing dependencies and reporting status against agreed turnaround times.
Conduct procedural assurance over integrity controls, testing that surveillance, escalation and record-keeping processes operate as documented.
Draft FSRA integrity-related responses and briefings for HoMS review and approval.
Member Admission Due Diligence
Manage the end-to-end admission due diligence pipeline for prospective Members and Remote Members of the RIE and RCH, from application receipt to recommendation.
Review and assess applicant documentation, including constitutional documents, regulatory permissions, governance and organisational structures, financial resources evidence, operational and technology capability, and Know Your Customer / Know Your Business (KYC / KYB) material.
Perform member risk assessments against the Exchange Member Risk Assessment (EMRA) scorecard, applying the scoring methodology consistently and evidencing each score against source documents.
Identify gaps, unevidenced assertions and internal inconsistencies in application material, and specify precisely what document, approval or evidence would resolve each item.
Prepare draft assessment memoranda and executive summaries for HoMS review, including proposed conditions, undertakings and priority remedial actions.
Verify flow-down of applicable rulebook obligations to clients where a member operates in an agency or pass-through capacity.
Ongoing Member Supervision
Maintain the Member register, the annual supervision plan and the member file system, ensuring records are complete, current and retrievable.
Execute the ongoing supervision cycle: periodic member reviews, annual audited financial statement collection and review, margin and financial resources monitoring, notification-of-change processing, and client-level screening verification.
Monitor member compliance with admission conditions and undertakings, and escalate breaches or deteriorating risk indicators to the HoMS.
Act as the procedural interface between applicants, Members and Market Supervision, handling routine queries, document requests and status updates.
Regulatory Engagement and Advisory Support
Prepare draft responses to FSRA Requests for Information (RFIs) across both integrity and member matters for HoMS review and approval.
Assemble supporting evidence packs and chronologies for regulatory submissions, thematic reviews and supervisory engagement.
Support intra-business-unit advisory on new product launches and market model changes, identifying MIR and Rulebook touchpoints and supervisory requirements.
Contribute to the Market Supervision reporting suite, producing management information that allows trends to be identified and supervisory tools to be calibrated proactively.
Maintain and improve the function's procedures, templates, checklists and scorecards, keeping them aligned to rulebook changes and regulatory expectations.
Governance and Control
Operate the function independently of the commercial business, escalating any actual or perceived conflict of interest.
Apply a conservative, evidence-grounded review standard: conclusions are supported by source documents, and what is evidenced is distinguished clearly from what remains outstanding.
Ensure all work is prepared to a standard capable of withstanding regulatory and audit scrutiny.
Refer all decisions reserved to the HoMS - escalations, regulatory notifications, admission decisions, risk ratings and external communications - for sign-off without exception.
