Job Description Summary
The Project Construction Operations & ITO Support Manager is responsible for supporting construction project execution and leading tendering support activities to ensure competitive, accurate, and timely bid submissions. This role bridges project delivery, construction operations, commercial coordination, and proposal development. The position works closely with engineering, procurement, project management, commercial, and site teams to improve execution readiness and strengthen tender competitiveness.Job Description
Key Responsibilities
1. Construction Operations Support
- Support planning, coordination, and execution of construction activities across assigned projects.
- Monitor construction progress, resource allocation, and key project milestones.
- Coordinate with project managers, site managers, engineering, procurement, and subcontractors to ensure smooth project delivery.
- Assist in resolving construction-related operational issues, risks, and constraints.
- Review construction methodologies, schedules, and execution strategies for feasibility and efficiency.
- Promote compliance with safety, quality, environmental, and regulatory requirements.
- Support implementation of construction best practices, lessons learned, and continuous improvement initiatives.
- Contribute to project reviews, readiness assessments, and performance reporting.
2. Tendering and Proposal Support
- Lead or support preparation of construction-related inputs for tenders, bids, and proposals.
- Review tender documents, technical requirements, scope of work, and contract conditions.
- Develop construction execution plans, preliminary schedules, manpower plans, logistics concepts, and site organization proposals for bids.
- Coordinate with estimating, procurement, engineering, and commercial teams to prepare accurate tender submissions.
- Identify project risks, assumptions, exclusions, and opportunities during the tendering phase.
- Support subcontractor and supplier engagement for pricing and technical alignment.
- Ensure tender submissions are completed on time and meet customer and internal requirements.
- Participate in bid clarification meetings, internal reviews, and handover from tendering to project execution teams.
3. Cross-Functional Coordination
- Act as a key interface between operations, tendering, commercial, procurement, taxation, finance and project execution teams.
- Facilitate communication between regional/project teams and central support functions.
- Ensure alignment between bid assumptions and execution realities.
- Support knowledge transfer from completed projects into future bids and operational practices.
Qualifications
- Bachelor’s degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Construction Management, or a related field.
- Master’s degree or professional certifications are an advantage.
Experience
- Typically 15+ years of experience in construction operations, project execution, tendering, or bid management.
- Experience in large-scale industrial, infrastructure, energy, or EPC projects preferred.
- Proven experience in both construction/project execution and tender/bid support roles.
- Experience coordinating multidisciplinary teams in a matrix environment.
Required Skills
- Strong knowledge of construction project execution and site operations.
- Good understanding of tendering, estimating, bid preparation, and contract review.
- Ability to develop and review project schedules, execution plans, and resource strategies.
- Strong commercial awareness and risk assessment capability.
- Excellent coordination, communication, and stakeholder management skills.
- Strong analytical and problem-solving abilities.
