Description of Work

Knowledge Skills and Abilities/Management Preferences

This position will initially be based in Eastern North Carolina and will support responsibilities and assignments throughout the ACDP District EAST.  This position will report to the District EAST Manager or one of his designees.

Within ACDP, this Substance Abuse Program Coordinator (SAPC) position works with the Substance Abuse Counselor Clinical (SACC) to plan, administer, and coordinate ACDP East Recovery Road services. This position will work with the ACDP Recovery Road counselors to provide initial awareness of recovery services available to offenders and will work to maintain treatment/recovery work with offenders throughout incarceration. An essential component includes offender aftercare preparation for transition to community recovery services.  Work will include Relapse Management, Medication Assisted Treatment education/referral, linkage to substance use disorder and/or Mental Health treatment programs, Home Planning assistance, client education, vocational resources, and other community-related resources. Other responsibilities include screenings, referrals to ACDP treatment programs, brief intervention, and documenting in OPUS and HERO electronic health record systems.  Maybe utilized to process offender records requests.

This position will assist the Substance Abuse Counselor Clinical (SACC) in the coordination of the ACDP East Recovery Road Service team across assigned prison facilities. Additional responsibilities may include assisting the SACC with developing work schedules and assigning tasks. This position will require frequent travel to complete essential duties at multiple facilities and may also include providing primary programming coverage in an assigned ACDP location to meet emergent needs.


Necessary Special Qualifications
Credentialed as a Certified Alcohol and Drug Counselor (CADC) or in an equivalent credential from a governing authority recognized by the NC Addictions Specialist Professional Practice Board.

Salary Range: $43,267 - $75,718

  • Experience in the assessment, treatment and/or referral of substance abusing offenders or of clients involved in the criminal justice system.
  • Knowledge of an electronic system of treatment records and of a spreadsheet application.

The Rehabilitation and Reentry Division oversees services, programs, and community partnerships aimed at helping individuals reintegrate into their communities following incarceration. Staff members work with people who are incarcerated, probationers, post-release supervisees, and parolees. This division collaborates with prison and supervision staff to create individualized reentry plans, coordinate services, and deliver evidence-based programs to improve outcomes and reduce recidivism.

Education Equivalency Verification

Minimum Education and Experience

High school or General Educational Development (GED) diploma and four years’ experience working in a criminal justice environment within a correctional facility, jail-based substance abuse treatment program, or a community based substance treatment program that serves offenders adjudicated through the criminal justice system after credentialing has been obtained. Necessary Special Qualifications Credentialed as a Certified Alcohol and Drug Counselor (CADC), or as a Licensed Clinical Addictions Specialist – Associate (LCAS-A), or in an equivalent credential from a governing authority recognized by the NC Addictions Specialist Professional Practice Board to practice under the provisions of the North Carolina Substance Abuse Professional Practice Act.
