Department Overview

The TD Securities (TDS) Data, Delivery and Integration (DDI) mandate is to deliver initiatives that enable strategic business growth and respond to the evolving global regulatory and industry landscape, while effectively managing associated risks. Role Overview

The Senior Manager, Program Delivery, Market Risk is a senior delivery lead within the Market Risk Delivery Team, responsible for leading complex strategic, regulatory and business-driven initiatives that enhance Market Risk capabilities across TD Securities.

The Market Risk Delivery Team partners closely with Market Risk Control, Model Development, Model Validation, Front Office, Technology, Finance/Accounting, , and other stakeholders to establish and expand Market Risk reporting and analytics capabilities. The portfolio is dynamic and evolves in response to the firm's priorities.

The Senior Manager provides end-to-end delivery leadership from business requirements and solution planning through testing, implementation, go-live and transition to BAU, bringing together business sponsors, stakeholders, Technology, model teams and other partners to drive alignment, decisions and successful delivery outcomes.

 

Key Accountabilities

Delivery Leadership & Stakeholder Management

  • Lead complex Market Risk initiatives from initiation through implementation, ensuring alignment between business objectives, requirements, solution design, delivery plans and expected outcomes.
  • Conduct project initiation and alignment sessions with sponsors, stakeholders and Technology to establish objectives, success criteria, high-level solution approach and overall delivery context.
  • Build strong partnerships across Market Risk, Front Office, Technology, model teams and other key stakeholders, coordinating cross-functional decision-making and facilitating timely resolution of issues.
  • Provide clear and transparent communication to senior stakeholders on progress, budget, resourcing, risks, issues, dependencies and key decisions.

Business Requirements & Solution Planning

  • Lead business requirements gathering across impacted stakeholder groups, supporting investigation and analysis and challenging requirements for feasibility and resource capacity in partnership with Technology.
  • Consolidate requirements and identify cross-program, initiative, environment and stakeholder dependencies.
  • Assess proposed solutions against business requirements and success criteria, ensuring assumptions, limitations, challenges and potential post-implementation impacts are understood and documented.
  • Formulate recommendations on delivery and implementation approaches considering effort, resource availability, dependencies, priorities and other implementation constraints.

Planning & Execution

  • Define and manage implementation roadmaps, including phased delivery approaches where appropriate to deliver incremental value and minimize residual Day 2 items.
  • Oversee execution by coordinating cross-functional teams, including Technology and model teams, and proactively managing dependencies and delivery risks.
  • Engage stakeholders in prioritization decisions, ensuring trade-offs are understood as business priorities evolve.
  • Lead project governance, business case development, financial management and required project artifacts in accordance with applicable change governance standards.

Testing & Operational Readiness

  • Coordinate and govern the end-to-end testing strategy, including appropriate test phases, upstream/core/downstream coverage, ownership of testing components, test environments, timelines and parallel runs.
  • Establish testing plans and strategies to validate data transformation and flow and the accuracy of Market Risk metric outputs.
  • Monitor and escalate risks associated with environment readiness, data synchronization, defects and cross-team dependencies.
  • Coordinate stakeholders and Technology through testing and support timely resolution of issues to achieve operational readiness.

Go-Live, Transition & Closure

  • Drive readiness for implementation by ensuring transparency of residual gaps and clear ownership and resolution plans.
  • Coordinate release demonstrations, user training and required stakeholder signoffs.
  • Coordinate go-live readiness, rollback planning and post-implementation support.
  • Support the warranty period and transition to BAU, ensuring required project closure artifacts are completed.

Senior Leadership

  • Summarize complex problems and recommendations in a clear and effective manner for senior management.
  • Proactively identify and manage cross-stakeholder and cross-program dependencies.
  • Apply sound judgment in ambiguous or evolving situations and provide recommendations that balance business objectives, delivery constraints and risk considerations.
  • Promote strong delivery discipline, collaboration and knowledge sharing across the Market Risk Delivery team.

 

Qualifications / Skills / Experience

  • Strong knowledge of capital markets with familiarity with market risk, valuation, technology infrastructure and/or VaR, stress and capital methodologies.
  • 10+ years related experience, working in a project environment, in large organizations - Demonstrated experience leading complex programs or initiatives involving multiple business, risk and technology stakeholder groups.
  • Strong organizational and delivery management skills, with the ability to identify and manage dependencies, risks, issues and competing priorities.
  • Exceptional written and verbal communication skills, including the ability to explain complex financial and technical concepts and formulate concise, impactful recommendations.
  • Ability to operate effectively in an unstructured environment and exercise sound judgment with incomplete or evolving information.
  • Strong analytical and data manipulation skills, with the ability to investigate complex datasets and derive meaningful conclusions.
  • Knowledge of project delivery methodologies and enterprise change governance practices.
  • Familiarity with technology and data concepts, including Python, JSON and APIs, is an asset
