Senior Forensic Accountant
Enforcement Division
18-month Contract

The Enforcement Division of the Ontario Securities Commission delivers fair, vigorous, and timely enforcement responses to capital markets misconduct. The Enforcement Division investigates and litigates breaches of securities laws in Ontario.  Team members work closely with other securities regulators, self-regulatory organizations and law-enforcement agencies to enhance initiatives to fight misconduct.  A strong visible enforcement presence assists in protecting investors from unfair, improper or fraudulent practices, fosters fair, efficient and competitive capital markets, fosters capital formation, and contributes to the stability of the financial system and the reduction of systemic risk. 

The Enforcement Division is recruiting a Senior Forensic Accountant (18-month Contract) to support the investigation of criminal activity with a focus on fraudulent and recidivist behaviour that harms retail investors. The successful candidate will play a key role in advancing the Division's efforts to bring more Enforcement cases before the courts, where offenders may face significant penalties, including jail terms.

What will you do?

• Participate in complex financial investigations from intake through conclusion, including assessing referrals, identifying investigative objectives, and developing investigative strategies that evolve as the case progresses.
• Lead or participate in multi-disciplinary investigation teams, establish priorities, coordinate investigative activities, and drive the timely progression of investigative files.
• Direct the forensic accounting aspects of investigations in collaboration with investigators, litigators, and external law enforcement partners.
• Collect, review, and analyze complex financial and non-financial evidence, including banking records, accounting records, corporate documents, digital evidence, and witness testimony, in accordance with investigative and evidentiary best practices.
• Identify financial schemes, asset flows, concealment methods, and indicators of fraud, market misconduct, or other criminal and regulatory offences, and recommend appropriate investigative approaches.
• Prepare comprehensive forensic accounting analyses, financial reconstructions, timelines, transaction flow charts, and evidentiary summaries to support investigative findings and recommended regulatory or criminal proceedings.
• Assess evidence and make well-supported recommendations regarding investigative outcomes, enforcement action, regulatory proceedings, or criminal charges, taking into account legal considerations, evidentiary issues, and potential defences.
• Draft and review investigative and legal documentation, including affidavits, Informations to Obtain (ITOs), production order materials, witness statements, evidentiary summaries, reports, and other court or tribunal-related documents.
• Work closely with litigators and prosecutors to support hearing and court preparation, including disclosure review, witness preparation, identification of evidentiary gaps, analysis of inconsistencies, and development of examination strategies.
• Testify as a fact witness regarding forensic accounting analyses, financial transactions, investigative findings, and chronology of events in regulatory or criminal proceedings.

What do you need to be successful in this role?

• Undergraduate degree and prescribed course content required for Chartered Professional Accountant (CPA) exams.
• Membership in good standing with CPA Ontario or equivalent designation in another jurisdiction.
• Master of Forensic Accounting (MFAcc), Certified in Financial Forensics (CFF), Certified Fraud Examiner (CFE), or equivalent experience.
• 8 to 10 years of relevant forensic accounting experience as a qualified CPA.
• Strong project management skills and strategic thinking on large, complex files, with the ability to effectively manage investigative scope and deadlines by designing structured approaches based on experience.
• Excellent communication skills with the ability to actively listen, probe, and interpret information, including in examining witnesses, and to present complex technical information orally and in writing in a coherent, concise, and persuasive manner.
• Problem-solving skills with the ability to demonstrate professional skepticism, resourcefulness, and good business judgment.
• A demonstrated understanding of the Canadian and international securities environment and securities law. Familiarity with criminal law and procedure is an asset.
• Experience with fraud investigations and forensic accounting in the context of capital markets is an asset.
• Knowledge of business processes and procedures, accounting standards and systems of internal control.
• Experience with e-discovery software and other data analytics tools is an asset.
