Opportunity Awaits, Apply Today! – Rural Health Transformation Program Operations Manager

The Oregon Health Authority (OHA), within the Division of Health Policy and Analytics, is seeking an experienced leader to serve as the Rural Health Transformation Program (RHTP) Operations Manager. This position plays a critical role in supporting a statewide initiative focused on expanding access to healthcare, strengthening the healthcare workforce, modernizing technology and data systems, and investing in community-driven prevention and wellness initiatives in rural and remote Oregon communities. The Operations Manager oversees the program's operational functions and ensures that resources, staff, and activities align with established strategic priorities and federal requirements.

In this role, you will lead a multidisciplinary team responsible for grants and contract administration, program implementation, data and reporting,  and operational policy and procedures. You will establish operational priorities across budget and contracting workstreams, oversee the development of work plans, allocate staffing and financial resources, monitor performance, and implement improvements to strengthen efficiency, accountability, and compliance. You will also manage budgets and operational risks, interpret complex state and federal requirements, and provide recommendations to program leadership regarding policy implementation, organizational capacity, resource needs, and program strategy.

Success in this position requires strong leadership,  financial management, and collaboration skills. You will work closely with OHA leadership, the Rural Health Transformation Program Director, the Centers for Medicare & Medicaid Services (CMS), other state and federal agencies, healthcare providers, contractors, and community partners to coordinate program operations and address complex implementation challenges. Through effective team management, responsible stewardship of public resources, and strong partnerships, you will help advance Oregon's rural healthcare priorities and support improved healthcare access and outcomes for rural communities throughout the state.
