Role Summary
The Reliability Engineer - Commissioning will report to the Commissioning Manager and serve as Rowan’s owner-side commissioning representative for the Temple data center portfolio. The Reliability Engineer - Commissioning at Rowan Digital Infrastructure is responsible for ensuring that new data center facilities and expansions are delivered fully commissioned, operationally ready, and aligned with Rowan’s long-term reliability, resiliency, and operational excellence standards.
This role serves as the bridge between design, construction, commissioning, and operations, representing the operations organization throughout the project lifecycle. The Reliability Engineer-Commissioning ensures that all critical infrastructure systems are tested, validated, documented, and transitioned seamlessly into steady-state operations.
Travel: Ability to travel up to 50% depending on project needs
Location: Location: Temple, TX (3-day hybrid in-office / on-site role)
Compensation: $130-$150K (Offers Bonus)
Essential Responsibilities
Operations-Focused Commissioning Leadership
Lead the operational commissioning strategy for Rowan data center projects from design through handover
Ensure commissioning activities support Rowan’s operational standards, maintenance philosophies, and risk tolerance
Act as the owner’s representative for commissioning with a strong operations-first mindset
Design & Pre-Construction Engagement
Review design documents, basis of design (BOD), and sequences of operation to ensure alignment with Rowan’s operational requirements
Influence design decisions to improve operability, maintainability, and lifecycle performance
Support development and validation of Owner’s Project Requirements (OPR)
Construction & Commissioning Execution
Oversee third-party commissioning agents and contractors to ensure compliance with Rowan standards
Lead and witness key commissioning activities, including:
Factory Witness Testing (FWT)
Site Acceptance Testing (SAT)
Functional Performance Testing (FPT)
Integrated Systems Testing (IST)
Load bank and reliability testing
Ensure proper testing and integration of critical systems:
Electrical power systems (utility, generators, UPS, switchgear, STS, PDUs)
Mechanical and cooling systems (chillers, cooling plants, CRAHs/CRACs)
BMS, EPMS, and controls
Fire detection and suppression systems
Operational Readiness & Turnover
Lead operational readiness planning, including staffing, training, spares, tools, and procedures
Ensure completion and quality of all commissioning and turnover documentation
Validate O&M manuals, SOPs, EOPs, and MOPs prior to facility handover
Support training and readiness of site operations teams
Risk Management & Reliability
Identify commissioning and operational risks early and drive mitigation strategies
Ensure redundancy, failover, and resiliency objectives are met and validated
Support Rowan’s reliability, uptime, and availability targets
Continuous Improvement
Capture lessons learned from commissioning and early operations phases
Contribute to the evolution of Rowan’s commissioning standards and operational playbooks
Support post-occupancy reviews and early-life performance optimization
Education, Skills, and Experience
Bachelor’s degree in Engineering (Mechanical, Electrical, or related discipline) or equivalent experience
5-10+ years of experience in mission-critical facilities, data center operations, commissioning, or construction
Strong understanding of data center MEP systems and integrated systems testing
Direct experience supporting or leading commissioning activities from an owner/operator perspective for electrical, mechanical, controls, or integrated mission-critical systems
Ability to interpret construction documents, electrical single-line diagrams, and control sequences
Experience transitioning facilities from construction to live operations
Ability to work regularly in Temple, TX and travel up to 50% based on project needs
Preferred Qualifications
Experience working with hyperscale or large-scale data center developments
Commissioning or operations certifications (ACP, CxA, or similar)
Practical experience with generators, UPS systems, switchgear, STS/ATS equipment, PDUs, chilled-water plants, BMS, EPMS, PLCs, load banks, and controls integration
Experience using CxAlloy, Procore, SharePoint, Bluebeam, Smartsheet, or similar project and commissioning platforms
Familiarity with Uptime Institute Tier standards or equivalent reliability frameworks
Experience managing third-party commissioning agents and complex vendor teams
Strong leadership, communication, and stakeholder management skills
