JOB CONTEXT:
From February 2022, HI has re-opened a Country Programme in Ukraine to respond to the humanitarian needs triggered by the full-scale invasion of Ukraine by the Russian Federation.

In 2024, HI pillars of interventions are:

• Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial support services (MHPSS) for conflict-affected vulnerable population;
• Protection: Given the scale of humanitarian and protection needs, HI intervenes at various levels to ensure that vulnerable conflict-affected populations have access to multi-sectoral services tailored to their needs. In addition, HI aims to foster a disability-inclusive humanitarian response;
• Humanitarian Mine Action: Ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine:
• EORE/CPP: HI is conducting a multi-pronged approach to EO Risk Education (RE) and Conflict Preparedness and Protection (CPP);
• Advocacy;
• NTS: HI is implementing Non-Technical Survey activities in Kharkivska Oblast since 2025;
• VA (Victim Assistance).

HI has 2 hubs, one in the East (based in Dnipro), one in the North East (based in Kharkiv), and the coordination office is in Kyiv.

YOUR MISSION:

Under the responsibility of the Technical Unit Regional Manager, the Field Technical Specialist contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she contributes to the sound management and successful functionning of the overall organisation through paradigm shifts.

Responsibilities

Expertise

• Contribute to the regional strategies in line with the global strategies;
• Ensure technical support to projects in line with the global technical frameworks and standards in his/her sectorial scope;
• Ensure technical learning from projects;
• Control & monitor the technical quality and the relevance of HI’s activities in the Programmes under his/her scope;
• Ensure compliance of the technical proposition with nexus stakes;
• Contribute to the development of research and innovation projects in the region when relevant, in his/her sectorial scope;
• Contribute to the Technical Divisions professional channel facilitation within the Program.

Influence: Contribute to the local external prestige and influence of HI’s expertise in his sectorial scope:

• Represent the technical expertise of HI throughout the local relevant networks (Sectorial Representation);
• Contribute to advocacy on specific themes in line with the global advocacy priorities;
• Contribute to communication messages locally in line with the global communication priorities.

Business development: Ensure the development of major opportunities or new projects in the region under his/her sectorial scope:

• Lead or contribute to the context analysis in his sectorial scope;
• Lead or contribute to the design and writing of new projects in the region and when asked in other countries within the Geographic Division;
• Identify & transform major opportunities in the region under his scope;
• Identify & develop local partnerships and/or consortium with NGOs, Institutions,
• Companies on technical priorities or important topics in the region under his sectorial scope;
• Contribute to the conception of major projects (multiple countries, one theme) or of new projects in the region.

Emergency preparedness and response responsibilities

• Contribute to the support or implementation of emergency preparedness actions of the programme(s) and, during an emergency, adapts his/her working modality to contribute to an effective HI humanitarian response.

CHARACTERISTICS OF THE POSITION:

The security situation in Ukraine remains relatively stable, although air alert is frequently active. However, markets, restaurants and cafes are open, and life continues as normal. There is a strict curfew, the hours depend on the region.

Requirements

YOUR PROFILE:

• Degree in physical therapy and/or occupational therapy ;
• At least 5 years of overall professional experience with 3 years of experience in the rehab sector in conflict-affected countries ;
• Experience in developing and designing rehabilitation strategies/ policies/guidelines ;
• Strong interpersonal and intercultural skills.

• Housing: Collective taken in charge by HI;
