Job Purpose

The QA/QC Engineer will oversee the Project Quality Management system.

This is a PMC role, and there will be multiple Supervision Consultants and EPC`s appointed directly by the Client. The successful candidate will be responsible for overseeing all  quality management requirements on the large-scale power and water transmission projects in Abu Dhabi. This role involves managing technical and functional coordination between systems, disciplines, and multiple contractors. In addition, the candidate will be required to engage with project teams enforcing oversight of regulatory and standards compliance, as well as strategic planning, and collaboration with various stakeholders. Development and implementation of a program wide Quality Management plans and processes to effectively manage the project quality requirements.

The QA/QC Engineer shall support the QA/QC Manager in implementing and maintaining the Program Quality Management System (QMS) across all Program projects. The role is responsible for monitoring consultant and contractor compliance with project quality requirements, coordinating quality reporting, tracking audit implementation, maintaining quality records and dashboards, and supporting continuous improvement initiatives across the program.

Job Responsibilities

1.    Quality Management System (QMS)

·         Support implementation and maintenance of the Program Quality Management System across all assigned projects.

·         Monitor compliance of Consultants and Contractors with approved Project Quality Plans (PQP), procedures, specifications, and contractual quality requirements.

·         Review and track quality-related deliverables to ensure timely submission and compliance.

·         Support development and improvement of quality procedures, templates, registers, and reporting tools.

2.    Audit Management

·         Monitor implementation of annual Internal and External Audit Schedules for Consultants and Contractors.

·         Review audit schedules and verify compliance with planned audit frequencies.

·         Follow up on issuance of audit notifications, audit reports, NCRs, observations, and audit close-out reports.

·         Maintain the Program Audit Tracker and monitor audit findings through closure.

·         Participate in internal, external, supplier, and compliance audits as required.

·         Prepare audit statistics, trend analysis, and management reports.

3.    Quality Reporting

·         Coordinate collection, review, verification, and consolidation of monthly QA/QC reports from Consultants and Contractors.

·         Review weekly QA/QC dashboards and ensure completeness, accuracy, and consistency of reported data.

·         Monitor timely submission of all quality reports in accordance with program requirements.

·         Prepare quality performance summaries, metrics, and trend analysis for management review.

·         Support preparation of monthly, quarterly, and annual quality reports.

4.    KPI Monitoring and Performance Management

·         Monitor implementation of quality KPIs across all Nexus projects.

·         Review KPI submissions from Consultants and Contractors and verify accuracy of reported data.

·         Track KPI performance against targets and identify areas requiring improvement.

·         Prepare KPI performance summaries and dashboards for management review.

5.    NCR and Corrective Action Management

·         Monitor NCR issuance, investigation, corrective actions, and closure status.

·         Follow up on overdue NCRs and corrective actions with Consultants and Contractors.

·         Maintain NCR logs and provide periodic status reporting.

·         Identify recurring issues and support root cause analysis activities.

6.    Quality Surveillance and Site Monitoring

·         Participate in site quality surveillance visits and inspections as required.

·         Monitor implementation of Inspection and Test Plans (ITPs).

·         Review inspection records, RFIs, MIRs, FAT reports, SAT reports, and related quality documentation.

·         Verify implementation of approved procedures and quality controls at project sites.

7.    Consultant and Contractor Quality Oversight

·         Monitor consultant and contractor compliance with quality requirements and reporting obligations.

·         Follow up on quality resource mobilization against approved organization charts.

·         Monitor implementation of lessons learned, quality objectives, and improvement initiatives.

·         Support resolution of quality-related concerns and non-compliance issues.

8.    Meetings and Coordination

·         Organize and participate in QA/QC meetings with Consultants, Contractors, and Client representatives.

·         Prepare meeting agendas, action trackers, and follow-up reports.

·         Monitor closure of quality-related action items.

·         Provide technical quality support to project teams as required.

9.    Continuous Improvement

·         Support development of quality improvement initiatives across the program.

·         Maintain lessons learned registers and support lessons learned workshops.

·         Analyze quality trends and recommend improvement actions.

·         Support implementation of best practices and standardization initiatives.

·         Escalate significant quality issues, risks, or non-compliances to the QA/QC Manager.

Qualifications

·       Bachelor’s degree.

·       ISO 9001 Lead Auditor certification

·       5+ years of experience in projects.

·       Proven experience in a similar role on programmes with a similar scope.

Technical Skills

·       In-depth knowledge of project management methodologies and tools.

·       In-depth knowledge of ISO 9001:2015 processes, procedures and requirements
