Job Overview: 

The International Rescue Committee (IRC) is one of the leading providers of high-quality programming for refugees resettling to the United States. The IRC is seeking a Program Officer for Instructional Design and Multimedia for Settle In, a program providing information and support for newcomers in multiple languages through its website (SettleInUS.org), mobile app, and social media platforms. This position designs and produces the learning experiences newcomers encounter across Settle In’s platforms. The role combines two areas of practice: instructional design—structuring multilingual, self-paced learning journeys that help newcomers build knowledge over time—and multimedia production—creating videos, graphics, and other assets that support the full range of Settle In content. 

Major Responsibilities:

• Design multilingual, self-paced learning journeys for newcomer audiences, including learning objectives, sequencing, knowledge checks, and reinforcement. Apply instructional design, adult learning principles, plain language standards, and translation-ready structure so that content is usable by newcomers with varying levels of literacy, digital literacy, and prior exposure to U.S. systems.
• In partnership with Switchboard’s Senior Program Officer, Instructional Design, establish instructional design standards for Settle In content and review materials developed by team members, subject matter experts, and contractors against those standards.
• Incorporating Switchboard’s established instructional design standards, recommend and implement improvements to Settle In’s instructional design practice, and update previously developed Settle In learning resources on an established review cycle.
• Create compelling, in-language multimedia content, including short-form video, infographics, motion graphics, and social media assets.
• Manage post-production of all finalized work, including Adobe Premiere project organization, color correction and grading, sound design, motion graphics, music editing, sequencing, export and compression for multiple platforms, and archiving.
• Coordinate with the multilingual Digital Community team on content creation, voiceover, subtitling, and translation review, and advise colleagues on audio and video recording tools and practices.
• Ensure final products are easy to understand, culturally appropriate, linguistically and factually accurate, accessible across web and mobile, and aligned with Settle In standards, newcomer needs, and funder requirements.
• Ensure all learning experiences and multimedia content meet accessibility standards (e.g., captions, alt text, screen-reader compatibility)
• Maintain visual and instructional consistency across Settle In's platforms (website, mobile app, social media)
• Coordinate and incorporate feedback across teams and projects and participate in user testing and other methods for optimization of content.
• Manage production timelines across concurrent projects and coordinate the work of external contractors, including videographers, designers, and translation vendors.
• Use platform data and user insights to set measurable goals for content and assess performance, and contribute to project reports, including monthly activity updates and performance monitoring reports.

Job Requirements: 

• Bachelor’s degree in instructional design, education, communications, or other relevant field (or equivalent experience).
• Minimum four years of professional experience combining instructional design and multimedia production, including creating multilingual digital content for diverse populations.
• Demonstrated experience designing self-paced learning for adult audiences, including experience with e-learning tools.
• Excellent command of video editing (Adobe Premiere) and graphic design software (Adobe InDesign, Canva), and knowledge of social media platforms, especially Facebook.
• Working knowledge of plain language principles and digital accessibility standards.
• Experience contributing to project M&E (data collection, management, and reporting).
• Ability to manage complex projects on strict timelines, with excellent written and oral communication skills and strong attention to detail.
• Fluency in at least one of Settle In’s supported languages (Dari, Pashto, Spanish, and Haitian Creole) preferred.
• Previous experience working with refugee resettlement or other immigration pathways, and familiarity with ORR-funded programs.
• Ability to translate complex or technical information into clear, visual, and easy-to-understand learning content
• Experience engaging with external subject matter experts, consultants, or production vendors.

Working Environment:   This position is a remote working environment. Required domestic travel up to 20%.

Compensation: (Pay Rate: $80,000 - $85,000/yr). Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
