Within the Division of Planning and Programming, the Programs Management Office provides the Department with dedicated non-DOT let program management, including development and administration of special and municipal agreements statewide through the Local Programs Management Office (LPMO), and oversight of other Program functions including but not limited to Grants Management, including agreement creation and execution and grant reporting; Local Programs oversight, which includes “cradle to grave” oversight of locally-delivered projects; and, assistance with special agreements needed across various modes (Rail, Aviation, IMD, Planning, etc.).
The Program Manager II directs and coordinates the day-to-day statewide operations of the Local Program Management Office (LPMO) for municipally administered STIP projects. The position is responsible for planning, directing, coordinating, and evaluating statewide program activities; developing operational procedures and guidance; monitoring program performance; and ensuring compliance with applicable federal and state requirements. The position provides operational leadership and technical guidance to multidisciplinary staff responsible for engineering, community development, and contract administration functions while coordinating activities among NCDOT Divisions, municipalities, consultants, FHWA, and other stakeholders to ensure timely and consistent statewide project delivery.

Must be able to legally operate a state vehicle.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: :  NC 21 $70,627-$137,724

Management prefers applicants with the following:

• Considerable knowledge of budget and accounting practices and procedures as related to the program area of assignment.
• Considerable knowledge of operations and policies related to the Local Program Management Office (LPMO) for municipally administered STIP projects.
• Skill in managing a staff of professional and support positions to achieve program goals.
• Knowledge of professional engineering, techniques, practices, and procedures; NCDOT organizational structures, budgetary planning, and skills in applying this knowledge.
• Experience in developing, interpreting, and administering policies, procedures, and regulations.

Minimum Education and Experience

Bachelor's degree from an appropriately accredited institution and five (5) years of experience in the program area of assignment, including two years of supervisory program experience; or an equivalent combination of training and experience.
