Work Location and On-Site/Telework Requirements: Remote eligible, with occasional on-site support in Bethesda, MD as needed.

Clearance: All staff must obtain NIH suitability and a PIV credential and be fluent in English. Anyone doing risk or vulnerability testing needs a current T2 (BI) or higher investigation.
Salary Range: $75,000-$85,000 yearly salary
Overview:
You will run program operations for the NIH Governance, Risk & Compliance (GRC) Zero Trust Architecture (ZTA) Support Services task order for the NIH Office of the Chief Information Officer (OCIO). Working in the Program Operations Pod on Tasks 1, 6, and Subtask 2.3, you will keep the schedule, quality records, Wiki, help desk, and reporting accurate for a fast-moving, deliverable-driven program.
Responsibilities:
- Maintain IMS updates, action items, risk and issue logs, and meeting minutes.
- Prepare the Monthly Status Report, including performance metrics and the GFE inventory.
- Administer the Quality Control Plan: track definitions of done, three-gate review sign-offs in Jira, comment-disposition matrices, and the five-business-day correction cycle.
- Manage the OCIO ZTA Wiki: Git-versioned pages, each with an owner, version, and review date; quarterly refresh cycles; and a 100% freshness target.
- Run the ZTA help desk queue in ServiceNow. Route questions to the right pillar SME, make sure answers go out within three business days, and turn recurring questions into FAQs.
- Coordinate monthly IC office-hours logistics and track attendance by IC. Distribute the monthly enterprise communications with ISAO and track their reach.
- Maintain the Process Integration Tracker (Subtask 2.3).
- Build Power BI dashboards for delivery, adoption, and ZT maturity metrics, and check every release for Section 508 conformance.
Tools & Technology Environment: MS Project, Excel, PowerPoint, SharePoint, Jira, Confluence, ServiceNow, Power BI, basic Git/Markdown, Microsoft Accessibility Checker and Adobe Acrobat.
Required Qualifications:
- Bachelor's degree plus 4+ years of program or business analysis, preferably on federal contracts.
- Experience producing monthly status reports and maintaining schedules and risk logs.
- Advanced skills in Excel, PowerPoint, and MS Project.
- Ability to obtain an NIH suitability determination and PIV credential; fluent in English.
Preferred Qualifications:
- ServiceNow, Power BI, and Jira/Confluence experience.
- Section 508 document remediation experience.
- Exposure to cybersecurity or GRC programs; CAPM, PMI-PBA, or CBAP.
- Current National Institutes of Health (NIH) or U.S. Department of Health and Human Services (HHS) experience is highly preferred.
