  • Serve as the Owner's Representative and primary point of contact for assigned capital improvement projects, ensuring alignment with project objectives, budgets, schedules, and stakeholder expectations.
  • Lead and manage all pre-construction and construction phase activities for large, complex infrastructure and facility projects.
  • Develop, implement, and maintain project management plans, including Construction Management, Quality Management, Communications, Risk Management, and Document Control Plans.
  • Direct and supervise Construction Engineers, inspectors, testing agencies, consultants, and project support staff, providing technical leadership and performance oversight.
  • Establish project controls, reporting procedures, performance metrics, and executive-level reporting to support informed decision-making.
  • Lead pre-construction planning efforts, including constructability reviews, procurement planning, risk assessments, utility coordination, phasing evaluations, outage planning, and commissioning strategy development.
  • Review and evaluate contractor cost estimates, Guaranteed Maximum Price (GMP) proposals, value engineering recommendations, design packages, work authorizations, and procurement documents.
  • Support procurement and contract delivery activities, including development of bid packages, scope reviews, contractor evaluations, and implementation of alternative delivery methods.
  • Establish quality management, testing and inspection requirements, communication protocols, reporting systems, and document control procedures for construction execution.
  • Manage contractor performance and contract compliance, including oversight of submittals, Requests for Information (RFIs), substitutions, and resolution of technical and contractual issues.
  • Lead change management processes, including evaluation, negotiation, and recommendation of change orders, contingency utilization, field-directed work, and claims avoidance strategies.
  • Monitor and analyze project schedules through review of baseline schedules, monthly updates, critical path analyses, recovery schedules, and milestone performance, implementing corrective actions as necessary.
  • Oversee project safety and quality programs in coordination with program safety and quality managers, including inspections, testing activities, corrective action implementation, and resolution of non-conformance issues.
  • Facilitate coordination among contractors, designers, utility providers, regulatory agencies, operations personnel, and project stakeholders while leading regular progress and coordination meetings.
  • Oversee startup, commissioning, testing, training, substantial completion, final acceptance, warranty administration, and project closeout activities, including review of as-built drawings, operations and maintenance manuals, turnover packages, and final project documentation.
