Description of Work

The Nursing Home Surveyor position performs regulatory inspections of nursing homes to determine compliance with federal and state requirements. The role conducts routine surveys and complaint investigations, documents findings, and prepares reports such as statements of deficiency and complaint allegation summaries.

Work is home-based and requires regular travel within the assigned counties, with inspections occurring an average of three days per week and occasionally on weekends or night shifts. This position may require overnight stays when facilities are located more than 60 miles from the employee’s home base.

Servicing Buncombe, Cherokee, Clay, Graham, Haywood, Jackson, Mason, Madison, and Mitchell counties.

The selected candidate must complete federal training and pass the Surveyor Minimum Qualifications Test (SMQT).


Key Duties Include:
– Survey nursing homes during routine inspections to assess compliance with federal and state regulatory requirements.

– Conduct complaint investigations by gathering information, evaluating findings, and determining regulatory outcomes.

– Prepare survey documentation, including statements of deficiency and complaint allegation findings that meet federal reporting standards.

– Perform onsite inspections an average of three days per week within the assigned region.

– Complete inspections during occasional weekend or night schedules when required.

– Travel to nursing homes located more than 60 miles away and complete overnight stays when necessary.

– Participate in required federal training for nursing home surveyors.

– Successfully pass the Federal Surveyor Minimum Qualifications Test (SMQT) following training.

– Engage in home-based administrative work, including review, analysis, and completion of survey reports.

– Coordinate inspection activities with facility staff and internal team members to support accurate and timely survey completion.

Salary Grade Range: $62,044.00 - $102,371.00

Recruitment Range: $62,044.00 - $80,269.00

• Demonstrated experience conducting regulatory nursing home inspections, including routine survey activities and detailed complaint investigations.

• Strong proficiency in preparing survey documentation such as statements of deficiency and complaint allegation reports with clear, accurate written detail.

• Applied clinical assessment skills in evaluating care practices, care planning, and service delivery during onsite inspections.

• Proven track record managing field assignments requiring consistent onsite presence, including three days per week in facilities and overnight travel for sites beyond a defined mileage threshold.

About the Division of Health Service Regulation (DHSR):

The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.

About the Nursing Home Licensure and Certification Section:

The Nursing Home Licensure and Certification Section of DHSR regulates nursing homes in North Carolina, including combination homes that have both adult care and nursing home beds. Those receiving Medicare/Medicaid undergo routine federal inspections every nine to fifteen months, conducted by trained healthcare professionals. Surveys review many areas of care and operations, including resident rights, quality of care, staffing, safety, infection control, and emergency preparedness.

The section investigates roughly 3,000 complaints each year, notifying complainants of the findings. When inspectors identify issues, they issue a Statement of Deficiency. The nursing home must submit a correction plan and may face penalties. Inspectors return to ensure all problems are resolved.
