Requirement: Software Developer

Location: The contractor will have flexibility to carry out remote working combined with some physical presence at NATO HQ, Brussels, Belgium. Bearing in mind time differences, availability to be contacted is needed during roughly half of NATO official working hours (normally between 8:30–17:30 CET, Monday to Thursday, and between 8:30-15:30 CET on Friday), unless otherwise specified and with regard to official NATO holidays

Total Scope of the request (hours): BASE 2026: 304 hours (38 hours per week, for 8 weeks).

Option 1: 2027 with 1672 hours (44 weeks x 38 hours)

Option 2: 2028 with 836 hours (22 weeks x 38 hours)

Period of Performance: BASE 2026: 1 November - 31 December 2026.

Possibility of further extensions:

Option 1: 1 January – 31 December 2027

Option 2: 1 January – 30 June 2028

Required Security Clearance: NATO SECRET

Special Terms and Conditions: The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working or NATO HQ Brussels, Belgium. No special status is either conferred or implied by the host organisation, NATO HQ Brussels, Belgium to the contractor.

Scope of Work:

• Under the supervision of the Head, Data Analysis Section, follow a predefined implementation plan to design, develop and deploy web-based dashboards.
• Support the development and testing of data collection solutions.
• Support the development of workshops and engagements with the relevant stakeholders, in coordination with the staff officer within the NATO International Staff and Allies.
• Ensure compliance with security, usability and accessibility for the applications developed.
• Provide knowledge transfer to staff of the organisation. The developer will take part in the virtual meetings and in-person events to support and advise on the suitable deliverables and management of timelines; facilitate the knowledge management, reporting and information exchange as a practical contribution to deliver these initiatives.
• Execute other special projects and activities as directed by Head Data Analysis Section.

Division: NATO International Staff – Defence Planning and Policy Division – Defence Planning Directorate – Data Analysis Section

Mission: The Defence Policy and Planning (DPP) Division has the lead role on the defence-related aspects of NATO’s fundamental security tasks at the political-military level. Within DPP, the Defence Planning Directorate (DPD) has the lead in the International Staff (IS) for the coordinated execution of the NATO Defence Planning Process (NDPP) and in assisting the defence reform efforts of nations.

The Data Analysis Section provides support to DPD, the wider Division and HQ, in particular the Office of the Secretary General (OSG), in the provision of reports on Allies’ defence spending. The Section works in close cooperation with national Delegations and staff in national capitals on all business related to the financial and data analysis aspects of defence planning, including the analysis of national defence financial programmes.

NATO POC for supervision and coordination purposes: Head, Data Analysis Section

Objectives and scope of work: The contractor will work closely with the analysts in the Data Analysis Section to provide support with the development and maintenance of various solutions for data collection, analysis and visualisation.

Duties and Role

• Develop and configure web applications using modern web development frameworks.
• Transform and integrate data coming from classified and unclassified sources into web-based systems.
• Perform data conversion and preprocessing, using Python APIs and ETL tools.
• Further develop data collection tooling, aligning with stakeholder requirements.
• Develop and maintain documentation for code, service endpoints, and system architecture, as well as training materials.
• Support security testing and approval activities.
• Test developed solutions with stakeholders and ensure solutions meet their requirements.
• Develop data-based dashboards for use by (senior) leadership using Python or PowerBI.
• Conduct close coordination with Lead Point of Contact, as well as regularly report on progress, and advise on project management and potential risk to the timeline of the project.
• Be prepared to brief NATO IS staff and leadership on progress towards the above mentioned goals.

Timelines: Work to start on 1 November 2026. The contract will continue until the end of December 2026. Possibility of extension, pending performance and budget approval.

Travel: Travel to NATO HQ may occur 2-3 times during performance period. Travel cost must be included in the quoted price.

Security and Non-Disclosure Agreement: The contracted individual must be in possession of an active and valid security clearance of NATO SECRET. A signed Non-Disclosure Agreement will be required.

Requirements

Skills, Knowledge & Experience:

• Bachelor’s Degree in Computer Science, Data Science, Information Technology or related fields.
• At least 5 years of experience in web development using JavaScript/HTML including frameworks such as React, Vue.js, Angular.
• Extensive experience with MS SQL.
• Practical experience with .NET is an asset.
• Experience developing data-driven dashboards for senior stakeholders using Python and/or PowerBI.
• Proficiency in using Python for automation, ETL and analysis (e.g. pandas, numpy, matplotlib).
• Ability to build and maintain backend services or processing pipelines.
• Ability to work independently as well as in a team.
• Excellent communication skills.
• Language requirements: English: Advanced;
• Familiarity with version control (Git) and Agile project management.
• Excellent analytical and problem-solving skills.
