A Heavy Equipment Operator (HEO) Supervisor position is available with Colorado State University (CSU) and the Center for Environmental Management of Military Lands (CEMML) at Camp Bullis, TX. Support will involve operation of heavy equipment such as: 10 to 25 ton dump trucks, dozers, motor graders, front-in loaders, vibratory compactors, scrapers, forestry mowers (FECON), track hoes, agricultural tractors, and back hoes for the purpose of completing Land Rehabilitation & Maintenance (LRAM) projects. Primary functions are soil stabilization, road maintenance, and vegetation management on Army lands. This position will also require tracking and preparing monthly and quarterly reports.

This role works within the Center for Environmental Management of Military Lands (CEMML), which is a research, education, and service unit within the Warner College of Natural Resources (WCNR) at CSU. Camp Bullis is a large United States Army training installation of approximately 28,000-acres located in Bexar County, Texas, just northwest of San Antonio.

Essential Job Duties:

• Conduct repair, maintenance, and reconfiguration activities in support of Army training missions, including mechanized brush and small tree removal, thinning and clearing (rotary cutter, FECON, Hydro-Ax).
• Operate heavy equipment to complete Land Rehabilitation and Maintenance (LRAM) projects, including but not limited to 10-to-25-ton dump trucks (25-ton off-road dumps at some locations), dozers, motor graders, front-end loaders, agricultural tractors, vibratory compactors, scrapers, forestry mowers (FECON), track hoes, and back-hoes. Apply gravel and aggregate, rip rap, and articulated/cable concrete.
• Creating and/or maintaining Turnouts and Diversion Ditches along tactical use maneuver and movement trails.
• Provide training to ensure safe and accurate task performance in hazardous field conditions.
• Perform operational maintenance and inspections on equipment to ensure readiness and safety; make minor adjustments and perform operator-level maintenance as needed.
• Coordinate with supervisor on necessary and assigned tasks and installation ITAM Point of Contact deliverables.
• Track project progress for monthly and quarterly reports.
• Supervise full-time and seasonal employees; manage, plan, and coordinate daily crew activities.
• Fulfill other duties as necessary to fulfill the mission and sub-missions of the ITAM Program and DPTMS as approved by the Installation Point of Contact.

Conditions of Employment:

• Pre-employment criminal background check (required for all new hires).
• Ability to work in-person at Camp Bullis, TX.
• Must be able to comply with all applicable regulations to obtain a Department of Defense Common Access Card (CAC) and public trust clearance.
• Must have and maintain a valid driver’s license and Class A Commercial Driver License (CDL) and meet CSU standards for driving throughout the course of employment.
• Candidates are required at a minimum to complete a NACI/SF85 and successfully pass a federal background check.
• Be able to lift 40 pounds repeatedly without assistance. Able to work outdoors and perform strenuous labor under all hazardous working conditions (e.g., intense heat, cold, high humidity, noxious plants, and animals).
• Legally authorized to work in the United States by proposed start date. CEMML will not provide visa sponsorship for this position.

Supervision:

• Position will supervise LRAM Equipment Operator(s).

Minimum Qualifications:

• High school diploma, GED, or equivalent.
• A minimum of four (4) years’ experience with running and maintaining heavy equipment, to include utilizing equipment such as bulldozers, dump trucks, excavators, front-end loaders/backhoes, skid steers, agricultural tractors, motor-graders, and light and heavy-duty trailers.
• Experience following directions, working collectively with others as a team, and maintaining safe working standards.
• Experience performing operational, routine, and operator maintenance and inspections on all equipment to maintain operational readiness/safety and to keep machinery, equipment, and tools in good working condition.
• Experience properly loading, securing, and transporting all heavy equipment with a range of trailers on both paved and dirt roads.
• Experience working outdoors and performing strenuous labor under all weather conditions (e.g., heat and humidity). Ability to repeatedly lift 40 pounds.

Preferred Qualifications:

• More than four (4) years of professional experience operating heavy equipment in a land restoration, rehabilitation, management, or a similar capacity.
• Knowledge and experience in soil stabilization, land clearing, site preparation, and work site re-vegetation.
• Experience working on military lands.
• Two (2) years of experience supervising equipment operators.
• Pesticide/herbicide application experience and experience in invasive species management.
• Extensive experience with land rehabilitation, horizontal construction techniques, and erosion control practices specific to State and/or EPA approved Best Management Practices (BMPs) required to achieve compliance.
• Experience in reading and navigating using maps, GIS applications, aerial photographs, compasses, and GPS units.
